If this is your first char, I'd say just play and pick what feels good, get experience, play around.
Getting advice is one thing, but getting a full build will make it feel like it really isn't your character.
That being said, SS has great mitigation in it, so don't be afraid to pick up an attack that says it can knockdown enemies. *edit* KnockDOWN, not handclap...dear god...not hand clap
And Fire Aura doesn't provide you with knockdown protection for yourself, so you'll want to go the Leaping pool for you movement to get Acrobatics to cover this, or spend lots of influence you probably don't have an Invention Origin Enhancers to cover this hole.
Just make sure you get Stamina by L20.
That's really the only hard and fast rule for Tanker enjoyment (except WP since someone will mention it).

Go more with first thing, play around see what is fun and feels right to you.. as for advice it will change evertime you ask someone diff.. he says get 3 powers from leaping to fix kb.. someone else says just get hover and prob fixed.. 3rd guy says both first 2 crazy wasting any of those chances for better power when can just slot 1 IO KB proc.. very easy to get these days. Who's right? all.. none.. who knows.. you play and pick what sounds best and coolest, and you decide. The game allows us many chances to change our powers now if pick wrong.. so basically, you can't pick wrong.
Welcome to the game... I'll reiterate the suggestion that you should really find your own way to start. I think that this game lends itself quite easily to experimentation with powers, slotting and game play and that you're missing out by not taking advantage of that. If you are still interested in following in the footsteps of others as a baseline then a guide for your chosen combo does exist.

Fire/SS is a very fun combo and it was my first toon as well. Fire Armor matures fairly early and you got some nice elemental protection that will make Outcasts somewhat easier.
However you may find as you reach higher levels that your team tanking ability is lacking compared to others. Fire sits on the low end of the Survivability scale in favor of Damage capability and solo friendliness. You will be able to tank at high levels but it will require more attention and skill on your part.
Anytime I try a new set or AT I go by gut for the first several levels. Later on you will have the option of adjusting your build so do not be afraid to experiment with toon.
