You understand you could various different answers? I mean everything ranging from a Cyborg will lasers installed in their eye sockets to mystics capable of focusing their gaze to the exetent it physically hits you.
It all depends on YOUR character and YOUR concept.

I think they couldn't think of another name that went with energy. Take a look at the names of the hero epic pools. None of them are exactly the same but they are theme matched with the same type of powers (example: pyre, fire, and flame mastery for tanks, blasters, and trollers), with a few exceptions. Energy themes being one of them (energy, power, body, force?, primal forces). And after giving it more thought, I can't think of any others for energy myself. Don't take it as fact. Its just an opinion from observations.

Good point. But LBE slotted with -res proc, hold proc, dmg proc and some dmg/range/recharge that auto hits with the power of a scrapper's BU and critical chance.....

My concept is that shooting frickin' lasers out of my frickin' eyes is frickin' awesome. 
(In practice, I almost always choose the magic origin. Then my answer to ANY question on why I can do something is "It's magic!" So yeah. I shoot magic lasers. Why not?

Concepts can be very touchy. I play mutants exclusively (cuz mutants rule, duh!), so I feel my explanation is just as easy as magic or tech.. an eye mutation allows me to shoot laserz.. yeah.
I can understand the question if you're talking about Natural origin though, which it seems the OP was.. Or at least it would make sense to me that way.

My concept? Well Madam Enigma is a logical outgrowth of an old Heroes Unlimited character. I liked the look of claws so didn't do the true character (katana wielding hyper agile person with laser vision).

Don't forget his incredibly advanced arrows and his use of the Mediport system (via hacking) to teleport around. He routinely uses technology to provide himself with advantages.
The point of origins is to explain where most of a character's powers come from. If you need to give your natural character a travel power, there's no rule stopping him from stealing a Sky Raider teleporter, cracking it open, and turning it into a belt so that he can teleport across wide, open spaces. The same goes for him getting some fancy new boots that allow him to jump/fly/run really fast. The best way to put it would be that hero origin explains where you got your primary and secondary. Everything else can come after that.
My sonic/devices is a mutant. His sonic powers are the only thing granted to him by that mutation. The Devices, Flight, Munitions mastery, and everything else, are all technology derived.
The question here really is: How do YOU think your character shoots lasers out of his eyes?
