noob questions on soft-cap and shield defense

I'm almost too embarassed to ask but after reviewing several builds that soft-cap Scrapper defenses, I noticed the magic number seems to be >15% in set bonuses... I know the soft cap is 45% so does that mean Scrapper base defense is 30%?

Second question... In Shield Defense, I see that most people took the fighting pool. During combat, are these two toggles (tough and weave) left on? Wouldn't that drain your end to nothing if you also have your other 3 or 4 shield toggles on?

No the scrapper base def is from Deflection and Battle Agility both give 17.7% to all 3 positions. Then Weave gives another 5.91% to all 3 again. CJ gives 2.17% and Phalanx fighting gives 2.61%. Now you add in the Steadfast unique which is another 3% def to all 3.

Now your up to 31.39% to all 3 positions ranged,melee and AOE.
So after that all you really need is 14%. Here is the build I'm woring an if you want to have a look.

IO can enhance multiple attributes of a power. We can have good endurance reduction on the toggles. In fact, the attacks can use up endurance a lot faster, but we can slot enough endurance reduction in them as well. In addition, there are various +recovery bonus and chance for +endurance that you can use. It's not as bad as you think.
