Is there a way to get more defense without sacrificing any global recharge? I couldn't think of any. Empty slot in HPT is for the pvp +3% def IO.

Drop combat jumping for manuvers. Since you are slotting combat jumping with def, you will get more out it with manuvers instead.

Yes I'm going to respec to this once I hit 50. I'm just throwing stuff where I need it at the time while leveling.

I had considered Maneuvers but ended up choosing Combat Jumping to keep endurance toggle costs down since the attack chain I've built this for is 4 EPS. I don't know though, I may go with Maneuvers anyways. This is still a work in progress after all.
