A few comments:
-Grounded for KB protection and Hover/Fly don't work well together. You will need IOs or get used to knockback.
-You don't need both Havoc Punch and Charged Brawl.
-Resistance-based brutes benefit from taking Tough from the fighting pool. It would give you around 60% resistance to S/L total. Since you have to pick kick/boxing, you could grab that instead of Charged Brawl.
-Play to the strengths of Electric Armor. Your negative resistance is likely around 30%. Your fire/cold is only slightly better. Fighting Circle of Thorns will mess you up.
-End Drain is best effective at even-level mobs. Against +2's or better, end drain becomes less effective (the type of mob that Electric Armor struggles with the most).
The 17.8 Resistance boost from Tough is pretty lame.
Most teams don't face even-level mobs, but +2's and +3's, making /Elec pretty weak on teams because not only does the End Drain become less effective, but most support players boost Defense and not Resistance.

If I was a high-resist, no defense toon, I would *want* the team to boost my defense rather than resist. Medium levels of both is far better than high levels of one only.
And yes, Tough is kinda lame by itself, but when stacking it with other things, it's worth it, if you have the end to run it.

Except Electric Armor isn't high resist. The cap is 90 and it is below 45 in every area except Energy. That means medium-resistances, zero defense.

So It's becoming increasingly obvious that my ELA brute is very squishy, I try to drain end or keep an enemy knocked down, but my base resists to anything but energy aren't cutting it. I'm still levelling, and I'm at 43, but I'm considering building without taking a patron pool.

I'm trying to decide between a respec to drop mu lightning entirely, picking up a different travel power, or going for fighting or aid self. Unless I can rely on ball lightning to put my end drain up to the point where I won't need the extra defenses?
