Yes, but it's going to cost you money. You can buy rename tokens from the NCSoft store. There's a link to this in the character selection page when you log in.

Did you get your 3-month Vet reward? If so, it might take up to a day or two for the game to recognize that your past the date you should have received it. Other than that, support should be able to help you.

yes there is a known issue with the vet badges. and you should not log into that toon again until you have recieved word that it has been fixed. heres what neviene says about the vet badge problem:

You have overthought the issue. Renames have long been available for a charge.
My level 41 defender (who I created back in 2005) had had at least 4 different names during her career so far as my perception of her changed.
On the Character Select screen, you can buy a Rename Token for $9.99. I advise checking to see if the desired new name is available before the purchase, since the Rename is used immediately upon logging in with the character getting the change.

I ask this because what if someone didn't like the name of their Toon and wanted to change it but because they are too high a level (40'ish), they don't want to delete and start over. I know some of the answers I might get such as: "you should think very carefully before you decide on picking a name because you cannot change it" or "it is impossible to change or modify a name once your Toon is developed".
Anyways, if this can't be done, then I would say this might be a good issue for the suggestion box because I am trying to think of any issues that might arise in being able to change a Toons name throughout the game? Maybe it would cause too much confusion among groups and SG teams if someone kept changing their name? I would say if it was a new feature, then allow it maybe once or twice only per Toon so it couldn't get too chaotic or be abused.
