Maybe I missed something, but who can get pets, how do they get them and exactly what can they do to help you.

I am new to the game and appreciate the info

Well, on the hero side of the game:<ul type="square">[*] Controllers get a pet at level 32, except for Fire Controllers who get three weaker pets instead and Mind Controllers, who do not get pets.[*] Peacebringers get Photon Seekers, pseudo-pets who explode on contact with the enemy. [*] Warshades get Extracted Essences, pets which fire blasts of negative energy which supplement the Warshade's own damage output[*] Dark Miasma Defenders get a Dark Servant pet at level 32
On the villainside of the game:
<ul type="square">[*] Masterminds get six pets each, seven if Necromancy.[*] All other non-Mastermind villains get access to a pet power in their Patron powers if they choose to take them[*] Dominators get pets at level 32, again except for Fire which gets three weaker pets and Mind which does not get pets[*] Dark Miasma Corruptors and Masterminds also get access to Dark Servant, at level 38
As for what pets do for you, in general pets provide an ally that follows you around and helps you in some way. Some pets are tough and can serve to take some of the heat off of you. Some pets provide good control and/or debuffs. Some pets provide good damage. It really depends on which specific pet you're talking about. Masterminds can control their henchmen directly - all other pets simply follow the caster and use their powers according to their own AI independent of player control.

You left out the Patron Pets that all villain archetypes except Masterminds can get at level 47, the pets that Crab Spiders get at 35 (3 Spiderlings) and those that any Soldier of Arachnos can get at 38 (2 Disruptor Bots).

Additionally, there are a bunch of other lesser pets and pseudo-pets similar to the Peacebringer's Photon Seekers. Traps Corruptors and Masterminds get several, Illusion Controllers get Phantom Army, Plant Controllers get Carrion Creepers, Devices Blasters get Gun Drone and so on.

- */Storm Controllers and Storm/* Defenders have psuedo-pets like Lightning Storm and Tornado.
- Illusion/* Controllers have extra pets in Phantom Army and a psuedo-pet in Spectral Terror. In addition, their level 32 Pet Phantasm summons its own pet Decoy.

Then there are the Veteren Award pets:
- the don't do anything by follow you around pets

Actually, I included the Patron pets, it was the second bullet point under villain-side pets. I did omit the SoA pets and the various pseudopets, however.

There's also a wide variety of Temporary Powers that summon pets of some sort, often based on enemy groups. The Shivan Shard is possibly the most notable.
