Ice/Ice Hover Blaster

Morning! I have returned after quite a long break with a fresh start. Alot has changed since I played about a year ago. I am wanting to be a ice/ice hover blaster. Would anyone be able to help me out a bit over what is best to have to get the most benefit out of my mana/energy.

Regarding your Endurance ("Energy" / "Mana"), be sure to pick up Stamina from the Fitness PP and slot it with Endurance Modification enhancements. Make sure you slot your other powers with Endurance Reduction enhancements and eventually go for set bonuses that boost your recovery.

I think you can't lay down an ice patch when you hover. It's somewhat inconvenience to toggle on and off hover to use ice patch if it matters to you.

That's precisely right, must be in contact with the ground IIRC (haven't played /Ice in about 18 months). That'd be the only negative associated with /Ice in a "HoverBlaster" build. And given the great mitigation that Ice Patch affords, I'd say it's a rather large negative.

I've actually found Energy/EM to be a good hovering build (almost all KB is in essence KD), and perma Boost Range is absolutely wonderful. More solo-friendly given the current design of Energy Blast, but perhaps help is not too far off.

If you don't want the extended range while you hover, Archery/Dev is a fantastic "HoverBlaster" combo. You CAN throw Caltrops while hovering (and with 3 Range/Slow IOs slotted, you can throw 'em a good way). Can't say enough good things about Hover + RoA...

My first and favorite toon to date is my ice/ice/cold blaster. I didn't take Ice Patch until level 49, when I already had all the powers I wanted and decided, "Why not?" As an ice hoverblaster, you won't need Ice Patch since, usually the taking of Hover is an effort to remain out of melee range.

-First off, for a long time, use and abuse Chilblain especially / at least when going solo. It will keep bad guys out of melee range, and most baddies pre-level 20 don't have devastating ranged attacks. In high-ceiling maps that won't be a problem anyway, but in low-ceiling maps it can be a lifesaver.

-This could be defined as a preference, but it is definitely something in which I strongly believe for ice hover blasters: skip the melee powers. Ice melee attacks do not have tremendous strength as is. If you want to stay out of melee range, there is no reason to take them. Plus, by the upper twenties, you'll have 2 ranged holds, a ranged immobilization, and enough slowing power that odds are the bad guys aren't going to have a chance to get within melee range.

-As for endurance, go with Knight_Chill's suggestion. Make sure you take the Fitness power pool, and have at least 2 powers by level 20 so you can take Stamina. Slot it with the 2 slots you get at level 21, and keep those filled with Endurence Modification enhancements, and you shouldn't have any major end problems for the rest of your career, even if you choose to take Hasten (another thing I highly recommend).

Best of luck with your blaster!
