Does this proc work? Mids does a strange thing and adds its bonus to the -to hit for Fearsome Stare.
This got me wondering (and after observing that it didn't seem to boost my to hit on groups of lb in RV after a successful hit, could have been on an old Test server), does this proc boost me or the target?
