Character tranfer between accounts?

Can you transfer characters from one account to another, if you own both accounts in the same account name?

Make another game account under your main NCsoft account. Don't put anything important on it.

Give the RMT's the secondary account's password where they can PL a bunch of toons (and/or give them lots of money) while you are casually playing on your other character. Then transfer the characters over to your "real" account when they are done.
