It's because Willpower is a typed defense set, so trying to add positional defense is redundant. Consider this:
Heightened Senses gives +3.3% s/l def, or 5.148% enhanced. As I explained above, positional and typed defenses don't stack, so you'd need to add over 5% worth of positional defense before it even makes a difference. Now for the extra wrinkle, all defense bonuses give 50% of their value to a corresponding pair (melee -> s/l, range -> e/ne, aoe -> f/c, and vice versa). So you'd actually need 7.722% worth of extra melee defense before it even equals the s/l, WP's lowest def.
It's much worse for the exotics. To that, HS yields 13% def, or 20.28% enhanced. That's completely wasteful to try to best with positional defense.
The main reason is this: Why bother stacking melee def just to equal the typed when you could use the same slots to make your typed defense better?
That said, it's not terrible to add positional def bonuses due to the 50% cross over rule - so long as you understand you're slotting it for the typed def and not the positional. For example, you can snag 1.56% e/ne and f/c def from the 2/3 set bonus of Blessing of the Zypher. Low slot investment, decent return.
(Note: If you have a positional def build like Shield, I'd say building for typed def is crazy. One other bonus, Kinetic Combat offers its 3.75% def bonus in only 4 slots, compared to most positional def which takes 6. This leave two slots to mix and match for better enhancement value. I personally use four 4 piece KC sets.)

Excellent explanation, thank you. I'll need to take another look at my slotting more closely (so far I've been just slotting to take a little bite out of my end useage and grabbing +Maxhealth where I can).
Success the WP/Fire Can stand up to lvl 54 Bosses atleast 20 of them more than that and the regen struggles. But it works guys.

Why spend so much? I can take on the same number of bosses and I think my build so far has cost me 20mil influence.
Becasue i added the miracle and regenerative rares and 4 global recharges and obliteration's and Kinetic combats were expensive i a;so have steadfast 3 percent over all defense and also kismet there is a plus acc of 6 percent alot of numina look at the build i put up and price it out you will see why its so expensive
Yeah I know why its expensive ... just dont why you have half that stuff in there.
WP Tanker shouldnt need the Numina or Miracle rares (I don't even come close to denting my end bar). But if you got the money hey who am I to say anything
my end bar is at 4.22 which from playing for years does make a differnce Numinas 2 of then add regen thats i use it for. so do Luck of the gamblers 2 of them and when i was building the toon I made sure to get Defese 42 percent Lucks

Federation - Is the build you posted final? I ask because you mention the Steadfast unique and Kismet, yet I don't see it in your revised build anywhere. I was going to offer some advice to up your offense some (I didn't intend on you to only 4 slot your attacks), but there's no point if the posted build isn't up to date.
[edit: Btw, you can buy those high expense items with merits. Also, depending on how long you want to wait, you can get really good deals off the market by placing multiple bids and just sitting on them.]

There's no way your build (on the left) has 77.5% tohit and 173.5% dmg - I'm positive you have BU (with the Guassian proc slotted in it) turned on which is not indicative of its performance. With it turned off, you'd be sitting at 6% tohit and 13.5% dmg.

Tell me you're not serious. You cannot be serious. Your damage bonus only looks that high because you checked off Build Up on your build which triggers the second build up proc to appear on yours even though it's just a 5% chance.
The build I constructed isn't for solo farming. It's for AE team farming, primarily Boss Farms which is what the OP wants to use his build for. Boss Farms typically have high smashing and lethal damage. Some farm missions tend to go overboard with the damaging custom characters however, causing a WP without higher defense numbers or Strength of Will to be a sitting duck. Incinerate isn't needed. Fire Blast can be used in melee and Fire Ball provides a 4th AoE attack. Damage bonuses don't mean a thing. Maybe you're from villain side, but on hero? We have Fulcrum Shift everywhere. He'd be sitting at the damage cap on a Boss Farm, more often than not.
Furthermore, your build is poorly constructed. Health before Fast Healing, Fast Healing at 30, Stamina at 22 when you already have Quick Recovery, Heightened Senses at 28, not using those 4 slots in Quick Recovery all with Performance Shifter and not dual slotting Stamina with Efficacy Adapter, the Numina slotting order, even suggesting to waste time getting the Miracle unique with all that recovery, etc. It looks like something from someone who never played the set.

And no offense dude, but that build is more horrible then Federation's wish list slotting. At least his build would help contribute to the speed with which the group could actually get through the farm.
And this is what I did I used KC several times and it freed up spme slots and the result is the new revised build. Since I will be toe to toe with bosses. But thanks for the ideas the defenses are now in the 30 plus range not inn the 20 plus range.
