Ill/TA/Power Build
The only thing I notice right away is the lack of glue arrow.
If you are dead set on having hasten, I'd just go with super speed @ 22 and pick up Glue Arrow @ 14.
For me, I live pretty well without having hasten. But then I went with a defense intensive build w/ a secondary focus on recharge and i've been happy.
I agree that Glue Arrow is very useful. I would take Glue Arrow over PGA any day.
I actually went with Super Speed on my Ill/TA for the very reason stated -- so I could fit PGA (in my case) into my build. The only Arrow I could not fit in was Flash Arrow.
Out of the APP powers, I find the single target blast to be more important than any other. With proper slotting, Blind-SW-Blast-SW becomes a very effective attack chain. In order to take advantage of the spectral damage in Spectral Wounds, you want to take down single foes as quickly as possible, and that attack chain will help you do just that.
Do you really need Conserve Power? My Ill/TA only has endurance issues if I try to fight with Superior Invis on, so I usually turn it off in battle. Other than that, TA has fairly low End costs. Oh, I suppose it could be useful after using Emp Arrow, so that might work. But I would suggest switching it with the Blast.

I'll take out conserve power in favor of glue (and rearrange so it's at 16 and PGA is at 41). My merc/TA does fine with just stamina, so it's likely that another pet summoner with a TA secondary would work fine. And I already have the blast local.
Would you mind posting your build? I have a lvl 33 Ill/Ta build and I'm a bit overwhelmed as to how the slotting should go. Been useing mids to try and get something going, but I'm not sure what to go for. I was thinking of taking stone mastery for more dmg and the +s/l def and going from there. Thanks in advance.

Here is my intended build. It focuses more on Recharge to get Phantom Army out more often. It is also intended to handle solo play well (hence the damage in Blind), while still being effective for teams. When PA are out, I find that they draw most of the attention and I don't need much Defense. I tend to stay at range, so I avoid AoE and Melee damage. (As soon as I hit the 60 month point, I will replace Super Speed with Fly, keeping Hasten. This will allow me to almost never have to worry about melee damage.)

I like Local's build. I would switch Ice Arrow and Glue Arrow in order, and probably take Flash Arrow over Poison Gas Arrow( I was thoroughly unimpressed with Poison Gas Arrow even after having slotted it up ). The thought of having PA without Hasten in Vojins build makes me shudder.

I'm not finished getting the IO sets yet, but it is a fun and effective build.
The reason I stay with PGA is that it provides a signifigant Damage debuff. It is hard to see this effect, but it is there. I was on a team recently working on some AVs, and I felt that PGA contributed to helping teammates survive the fight. And Flash Arrow is kind of fun, but I felt it was not needed when I had Superior Invisibility. (I spent a lot of time soloing this character.) But I agree that PGA is probably the next most skippable power. If I had gone with a different travel power, I would have had to skip PGA to fit in Hasten.
I took Glue Arrow early because it was the only AoE control power available before Phantom Army. I thought about taking Ice Arrow, but since I had Deceive early, I could stack Deceive on bosses to take them out of the fight, but the AoE slow provided something that my other powers couldn't.

I can see your point on the timing, but on my TA controller, my favorite thing about her is the opening stacked hold on a boss. The thought of waiting till 24( more like 25) for that is pretty much unthinkable to me. I think with two holds and deceive to open with an AoE control power isn't as necessary I guess.

Hehehe. I like it. But then again, I enjoy not being hit...like...ever and playing this controller like a Demolitionist.
Since you've posted u're build, I've been goin over it trying to make it "mine". And this is what I've come up with. Alot of it I have left it alone. Made some changes, not much, but it's how I would have done it had I prior knowledge of this build.
I Have a question about Sup Inv's def no.s though. Once you attack or are seen, your def no.s drop right? And if so, by how much? Cuz I'm thinking if it's a significant amount I may just drop it altogether. With that heavy end costing toggle, my end will drop pretty fast if I leave it on during a fight whilst spamming my attacks. Now granted, I will have my pets out, but my end will already have taken a huge hit just by summoning them. And I know, Iknow. Bring some blues. I get that. But I will still burn through them pretty fast as well. So lemme know whatcha think. Thanks again.

You obviously built to maximize Defense. For my Ill/TA, Defense wasn't that big a problem -- I don't feel like I need that much Defense. Once PA were drawing the attention of the foes, they mostly were not shooting at me. If a single foe decided to single me out, Deceive changes his mind quite quickly.
My Ill/Rad guide, linked in my sig, has the numbers for Superior Invis and the defense suppression. Yes, the endurance drain from SI is high enough that you don't want to engage in a long battle with SI on, but it's fine for short battles. The main advantage for enhancing the Defense in SI in your high defense build is (a) to avoid AoE attacks where they are not specifically targetting you, and (b) avoid ranged attacks from foes with + Perception. Once the fight has started, PA will hopefully draw the attention of the foes, and you can turn off SI to save endurance. (I like to use an easy-to-reach toggle button to make it easy to turn off. I use Button5 on my 8-button mouse, but you could you a button on the numeric keypad.)

I used to be the +rchg guy with my sets, but for some reason lately, I have wanted the challenge of gettting as much +def out of the sets as I could when I start from ground zero. I would love to have that perma PA build that you have on u're ill/rad guide, but then I'd feel too dependent on them, (not to say that u are) but then maybe I should be? I feel challenged when they're not there and if I can survive till the next summons, then I fell like I've accomplished a great deal. Who know. I've respec's to burn and I'm sure that I will.
I think I'm gonna keep SI since the drop off isn't that much and maybe I can learn to use it accordingly.
P.S. That was an incredibly well detailed, long guide. But I liked it.

I'll throw in my build, too. It's more or less like this, except that it's only level 49 right now, so no purples in PGA. I went with Fire Ball so that I don't have to bother targeting the Oil Slick to light it. Phantasm lights it half the time, so it's a semi-mute point.
I solo with this toon most of the time, with the occasional TF thrown in. But mostly solo - I'm trying to make a point of finishing every arc from every contact, and sometimes turn off XP so I don't outlevel anything.
Also, this is my current build, that I respec'd into at high level. At lower level, I had Air Superiority instead of Hover and used it liberally for damage, and Glue Arrow almost as soon as it was available. I had skipped Disruption Arrow until I realized it buffs the damage of Phantom Army and everything else.
I skipped EMP arrow on my solo build because even on the even-numbered difficulties, spawns barely number 5 minions, and I can defeat them (or stealth past them) easily.
I use binds like this to target the arrows and spawn pets:

In your build, the Flight in Phantasm is wasted, and if you replace the Damage with a Blood Mandate Damage, you get 1.5% Recovery.
