Stars above names
If you right click somebody, you can "Add Note" and rate that player with as many stars as you want. They can't see the stars, and nobody else can see the stars. You are the only one that can see the rating you give.
If you don't think it's working as intended, the following file hold that information, and might be corrupted:
"..\City of Heroes\your_account_name\playernotes.txt"
you actually have the option to rate other players.

Player Notes
You may now rate players and write notes about them.
The notes are stored by global name.
The note list is stored locally on your computer and will bring up the same notes for any character you play with.
It can be invoked by typing /playernote <name> or by clicking "Add Note" on context menus.
There is a new option to display the rating you've given a player above their name.
Additionally, you can enable private message logging to store private message logs on a per global name basis.
Only you will see the Player Notes that you write and ratings you give. Since these notes are stored locally on your computer, other players cannot see your notes and ratings.
Conversely, you will not be able to see any Player Notes or ratings that other players may have written about you.

You can adjust how you see the stars in your options window (under menu)... I believe it's somewhere in the first "general" tab.
I think the choices are to see them always or on mouseover.

This is, incidentally, a very cool feature. When someone who has screwed me over on a task force, griefed a contest, or otherwise pissed me off walks up to me and asks me to join a team, I can instantly see that this is a person that I don't want to be around and decline.
Likewise, when I see five stars above someone's name, it's a pretty good clue that while I might not recognize the character, I probably know the player and they're someone to hang around.

I use and love the star and note system.
Globals only go so far. Not everyone will let you global friend them. And I don't always have time to pay attention to the global tab.
All my best in-game friends have 5 stars.
Anyone I've teamed with who was really fantastic, like leading a great PUG TF or just being a great team leader or something gets 4 stars. If I bump into them again somewhere, I see stars, then read the notes, and can jump on their team again.
Roleplayers get 3 stars. People I RP with, I add notes and then do 3 stars so I can find them again. I often see them on alts, and can pester/stalk them or make them go "Aww" when I know who they are.
Idiots/griefers/jerks get 2 stars, so I know to avoid them. And rightfully so, too. True story, one time I was in the D floating around and saw someone who had 2 stars. I stopped to read the notes and didn't remember the incident. I was considering removing stars when the person blurted out an insulting comment to someone's character nearby, then to me, then to someone else. 2-stars it is, buddy!
Dispari has more than enough credability, and certainly doesn't need to borrow any from you.

But how was the OP seeing 5 stars above other players if s/he hadn't yet played around with the Player Notes system?
Don't you have to give someone a rating before you...y'know...see it? (and if a tree falls in the forest...blah blah blah)
That is the obvious answer: either they share their account, or are fibbing. You would have to actually actually open the RATE PLAYER box, and SELECT five stars, or whatever, to do so.
My money is on "shared account."

Those notes are not saved on the character, but saved on your own computer in the your_account_name directory. If you logged into the account from a different computer, you shouldn't see any info at all.
If that file is corrupted, you can see strange results. Also, there are times where the global name does not save correctly, and somebody with a similar name and/or global will show with the wrong rating/info.

I think you also lose ratings/notes when someone changes their global name too.
[/ QUOTE ] That's true. The file saves by the global name at the time of the note, and if that name changes, the file treats it like a different person and creates a new entry.
I am just curious if anyone knows how some of the players got 5 Stars above their names, when I ask them they say they have no idea and didnt even know they had the stars. lol
It's just 5 gold stars above their name, doesnt seem to be related to any event. I thought it might have something to do with the edit notes you can open up under their name, there is a star rating there, but I clicked on some people and rated them 5 stars and nothing happend above their names.
