I don't use the "tier" system when I'm discussing powers for the exact reason stated earlier, people use it differently, just pointing that out.

My 2 cents:
I think the definition is actually pretty clear.
A. There needs to be more than one of whaterver it is you are calling a tier.
B. And each one is a tier. Again, it says [u]One[u] of two or more, not two of two or more, not one or two of two or more. Just one.
1. Hover
2. Air Superiority
3. Flight
4. Group Flight
Which means - to put it succintly - that for the 60mnth vet reward you can claim your travel power - which is tier 3 - at lvl 6 instead of waiting until you are lvl 14 and you don't have to have tier one or tier two in order to do so.

There I am in agreement. Some of the badges they're removing from MA don't really need to be removed.
