Issue 15? Castle never stated that dom-buffs were going into i15, and I think he specifically said it would probably be up for testing shortly after it went live.

which is actually better for doms. If the changes suck or aren't up to snuff, or are too good they won't get jammed through with the rest of the flow of i15 going live.
Plus they will be able to listen more attentively than with the rest of the i15 noise.
Hopefully it works out very well for doms.
