Save My Dark/Fire Tanker!
Okay, first things first: your attacks go through MUCH more endurance than your defensive toggles. If you're looking to save some endurance, slot your attacks for EndRed, not your defensive armors. This is especially true if you need to attack more and more because your attacks aren't slotted for damage either.
Now, onto more specific recommendations:
1) Put another Resistance enhancement into Murky Cloud. No sense shorting yourself some resistance value on this power.
2) Oppressive Gloom doesn't even take EndRed, I didn't think, since it powered itself off of your health. Even if it does allow you to slot them, I wouldn't put many in there.
3) Tough is like your other resistance toggles, except that it costs a bit more to run. Swap out one RecRed with a Resistance enhancement, and the other RecRed with an EndRed.
4) Dark Regeneration should be slotted for EndRed and RecRed. As long as you hit about three enemies, you're filling your health all the way back up anyways. If you're in the middle of a large group, unless you're very unlucky or fighting MObs well above your level, you'll hit three. So you don't really need Acc slotting in that power.
5) Flurry is a really bad attack. The animation time is pretty horrible for what the power does. Hasten, on the other hand, could be a real boon for you, speeding up your AoEs AND Dark Regeneration.
That's all I've got, but some others will likely be by with their own suggestions.

Dark/Fire probably is a hard road to hoe. The Fire secondary doesn't have any stuns or other secondary mitigation to play into Dark's strengths, which is control.
Also, Dark is different from other primaries. You really need to be turning toggles on and off based on your needs at the time. Use your self heal as an alpha strike.
I would:
- Get out of Super Speed and into Flight and Air Superiority. Fire is all damage, zero control. Air Superiority gives you something you are missing.
- Work in Cloak of Darkness. The defense you add helps.
- You don't have any stuns to stack with Oppressive Gloom, and by itself that is low mag and will not affect lieutenants or bosses immediately. I'd dump that and pick up Cloak of Fear as well. You won't need to six slot it either.
- The only advantage the Fire secondary has is its AoE and general damage. I'd plan on moving some slots out of your primary and into your attacks. Combustion in particular could be doing much more for you.
I've never tried a Dark/Fire, but I do have a Dark/Ice at 38. Not my favorite to play, but she is very useful for teams as a melee controller.

I'm definitely leaning hard toward rerolling the more I look at the possibilities. I hate to start over, but the fact is I never play this guy anymore. I knew Dark Armor would be a challenge, but I wasn't prepared to face plant every mob.
I'm still up to try Dark Armor again. I'm looking at Energy Melee as a possible replacement for Fire. It looks to have stuns that Fire lacks... do you all think performance would be greatly improved by switching?
If you want to keep the concept, Fire Armor / Dark Melee has a lot more going for it than the other way around. Fire Armor is very dependent on its self heal, and as such needs a secondary with quick attacks and animations. Dark Melee not only has them (be careful of Shadow Maul, though), but it also gives you a second self-heal that is also an attack.
And visually, the smoky effects of the Dark attacks go very nicely with a Fire Armor set than the character wreathed with smoke that produces a series of flaming swords out of nowhere. It's easier to design a costume for the look of Fire Armor than of Dark Armor, too.

I don't think the performance will be greatly improved by switching to Energy Melee. Perhaps Solo, I haven't seen how your toon solo, but in large groups you're a single target specialist and will therefore be vulnerable to alphas. Your AoE Whirling Hands only has 30% chance to stun if I remember correctly, so most enemies will be able to attack.
My suggestion would be one of the more crowd controlling sets (/Ice, /Stone, /SS) or /dark (has healing, fear, -to hit)
My recommendation is to NOT give up on the character, especially if you like the concept. At level 33, the worst should be over. There's no question that Dark/FM is end-hungry, and lacking in additional mitigation from the secondary, but it shouldn't be THAT end-hungry or squishy.
You've gotten some good advice so far, and I'd suggest following it for one more respec. If you're really not sure you want to keep the character and don't want to spent $$ on set IOs, try a basic SO or common IO build--slotted properly, it should be much better than what you have.
I'd recommend something like the following. I did include one IO, a Steadfast Protection -KB, which really is essential if you're not going the Acro route. I also added Cloak of Darkness; without it, or Combat Jumping you have no Immob protection.
However, if you want to stay with this character and IO it out, keep in mind that you can make this build substantially stronger by slotting for +Def; S/L and E/NE def in particular. Let me know if you want an IO build and I can put one together for you.

Here's the same build with IO slotting, to show you how you can really take this combo to great lengths. You'd be sporting 30ish defense to S/L/E/N on top of your resist, which will be like carrying a pocket Bubbler with you. On top of that, Dark Regen is well slotted for Health, Rech, End and Accuracy. All attacks have fair amounts of endurance reduction (and the toggles). I wouldn't give up on the Dark/Fire, it still has a lot of potential.

LOL, I came up with a *very* similar build when I sat down to IO it out; got the defense totals a little higher. See below. BTW, was the switch from Op Gloom to Cloak of Fear intentional? Both have their uses, but IMO OG is a better choice for someone with endurance problems since it costs almost no endurance. Another option is to swap out Char for something else--I think I'd be tempted to go with Hasten, but CJ would also be a good choice.

Another option is to swap out Char for something else--I think I'd be tempted to go with Hasten, but CJ would also be a good choice.

D'oh! Forgot the 3% Def IO! Nice build, though there's less endurance enhancement ;p.
I went CoF for a couple of reasons. One was the ability to 3 slot for a def. bonus, the other was preference over OG. CoF doesn't cause them to walk away as much as OG does. That's just personal style though. And yeah, you could dump Char for Conserve Energy too. With all the endurance enhancement and extra +max end, you should be good to go between CE activations.

My very first tank, rolled up last year, was a concept build. He was based on a Mayan god of shadows conflated with a god of fire, about whom my hero read about on the Internet and decided to model himself after. I am very attached to the resulting character. However...
...this is the *hardest* character I've ever played. His first 25 levels were just brutal. He constantly ran out of endurance and ended up standing around, even after getting Stamina. Additionally, surviving an alpha attack is very dicey. It's really embarrassing to be on a team and have the other tank (who was taking close to no damage) leave, and drop dead on the very next spawn because my character can't take the punishment. Even with a fully slotted Dark Regeneration his death rate is really alarming.
Now that I know more about the game, I know that Fire is doing little to help me survive. The character is level 33 and I rarely play him anymore. I have respecced him once, and that helped a little, but still the deaths continue.
So, can this character be saved? Or is he forever going to be a second rate tanker and a third rate scrapper?
Here's a rebuild I'm considering if I continue to level him up. Let me know if you think this build would continue to cause problems. The key change is switching out Combat Jumping for Flurry for the chance for Stun, which hopefully gives some minor chance of stacking with Oppressive Gloom, and dropping Cloak of Darkness for a stealth in Super Speed.
