I've got it on my Energy/Energy.
Basically, I use it:
1) Whenever I come across a boss that I want to take down fast
2) I want to just look at what kinds of buffs are running on a particular foe
3) EBs/AVs as often as possible; every little bit helps
I've got it slotted with 4 IOs from Analyze Weakness (for the +DMG). That puts it up about every 27s. With a 20s duration, that's not bad.

I find it's a MUST for my Blaster. Even if it doesn't seem to be effective against EBs/Avs, I use it anyway. Like Rush said, every little bit helps.
If you want, use the real numbers tool to see what it hits for, what the enemies' resistance are, etc.

I've got Five Analyze Weakness in Surveillance on my Energy/Energy Blaster. Rather nice bonuses, recharges in more-or-less the same time it wears off (few seconds difference), and a 22% -Def debuff and 14% -Res debuff in a single fast cast is nothing to complain about- try it on a softer target (Lieutenants, for example) once or twice and marvel at how fast they drop.
As to when I use it? Hard targets (EBs or higher I tend to try and have it on them at all times), when I want to take a peek 'under the hood' as it were with the real numbers bit on the enemies, when I want to see the shiny spinny graphic, when a mob has pissed me of and I want it to die, and if I'm not steamrolling.

I had it on my AR/NRG but found Surveillance to be the MM power I needed the least and traded it out for Cryo-Freeze Ray, Body Armor, and LRM Rocket.
I have a 49 power pick coming, but it won't be Surveillance. Not enough bang for a high-value power choice. If it were an AoE with high +Perception as well as the other stuff it could have utility, but as is, I wish they had added something better to MM like a self-buff or anti-mez stimulant.

I'm planning on respeccing my Archery/Devices blaster into Surveillance and trying to decide how to slot it. To be specific, I'm wondering how much recharge it needs. Is this something that's worthwhile to use as often as possible, or is it more of a "once, before the battle" thing?
