Do I lose stored items if I sell storage?

Nope it doesn't let you sell them while they have stuff in them

I thought it gave you a warning if it had stuff in it, but it would still let you sell it.
It's been a while since I tried to delete a table with something in it, so maybe something was updated to prevent it that I'm not aware of.
And, if for some reason you can, delete a storage item with stuff in it, you will lose the stuff in it.
You can move storage without losing it, so you might be able to juggle stuff around that way by moving it from room to room.
You have to clear them out before you can sell them.

If you've got the Prestige to upgrade your plot slightly, you can use the extra space to remodel your base and move rooms around without having to clear them out. Then, when you're done, simply downgrade the plot back to its original size. I did this with both of my bases after i13 went live, and it saved a lot of time. Downside is you have to have the Prestige available to upgrade the plot, but you do get it back when you downgrade.

I want to tweak the layout of the rooms in my tiny 8x8 plot, but I am wondering if I sell an Insp, Salvage or Enhancement storage item, do I lose all the stored items? It would be totally understandable if I did, but I thought I would ask...
