Smoke Grenade -acc. to-hit debuff
Probably because the accuracy only helps you when used against Players?
Only thing I can think of, sorry.

I'm not certain about this, but I think Smoke Grenade is like Taunt in that a to-hit check is required against players but not critters.

You are both correct.
Smoke Grenade has two effects.
1) A perception debuff. In Pve this is auto hit. In PvP it requires a hit check.
2) A to hit debuff. This requires a to hit check in both PvE and PvP.
As such the power probably "should" allow the accuracte to hit debuff sets to be slotted.

It would definately make sense.

Any known reason you can't slot the accurate to-hit debuff sets into Smoke Grenade? You can slot accuracy enhancements, and you can slot the plain old to-hit debuff sets, but not accurate ones...
I'd really like to throw a cloud senses set in there.
