If someone level pacts, and someone else exploits to gain their levels, and the other person doesn't report it then they are guilty too.
Comm Officers weren't the sole exploit you know this as well as I do. There were people doing things warned against in the MA system and chose to continue regardless of the warnings.

and you would be wrong. Some of those have already had their accounts reactivated and the toons restored. CS was not doing a very good job of damage control.

I farmed a toon to 50 using comm officers in a little over 14 hours. Still got him too, and playing him alot. When he hit level 50, I had 250mil influence on him from cashing in tickets after every comm officer run.

The fact that Comm Officers are considered exploits is laughable. especially after they made it known they were potentially exploits 2 weeks after they've been out. By the time they said they were exploits, I had a level 50. This will always be the Dev's mistake that they blamed on the player base.
Comm Officers were broken, but they weren't exploits. They had to be fixed, but not retroactivly, and it's going to cost them subscriptions. I15 is their chance to get more subscribers, but with people leaving now, they are probably going to just break even again, like they did when ED came out the same time as CoV.
