Put in a "defeat boss" condition which has a specifically chosen boss with the level range you want. That's generally how I do it. You can even make him optional if you want, it'll still restrict the mission's level range.

A stock critter used as a rescue or ally (optional or not) will also limit the level range of the mission.

I'm trying to knock together a story arc with a few troublesome properties;
1} The enemies are CoT, but without the ghosts. This isn't so much dictated by the story as the ghosts' binary nature - they murderize anyone meelee and/or physical-damage oriented, and get murderized by most everything else, so the difficulty would oscillate far too much from player to player. Anyway, I got around that by making a custom "Circle of Thorns" group and adding enemies from the CoT to it.
