Grandville won't load
What kind of video card do you have? Grandville used to cause problems with ATI Radeon 9200 series cards if Geometry Buffers were enabled. I'm assuming the problem still exists.
...what a coincidence, my graphics card is an ATI Radeon 9250. I swapped my old card of the same capacity but a different brand a while ago to stop a crashing problem.

Yes, but of course you'll need to do it from a different character than the one that's trying to get into Grandville.
Note that turning off Geometry Buffers will lower your performance, so if you know you're not going to be going to Grandville for awhile, leave the option on.

If you're asking how to make Grandville accessible without turning off Geometry Buffers, then yes, you need a new card.
And compared to the 9250, you can get a lot of very cheap cards that you'll be much happier with.

Either replace the card (which would be the best all-around solution; the Radeon 9200 series is pretty crappy for this game), or use a different character to turn off the Geometry Buffers. Once you do that, the character that is presently stuck trying to get into Grandville should be accessible.
Or use TweakCoH to disable them. It's on the Graphics 2 tab.

Yeah, I figure this ancient comp could use an upgrade or two. Any graphics cards you specifically recommend for this game?
Not sure if your system uses AGP or PCIe as a graphics slot. Depends how old the system is.

If you have the paperwork for your motherboard it should tell you what kind of graphics slot you have.
So I took my Mastermind into Grandville for the first time to join a team, but as I waited for the zone to load, it... didn't. The bar reached a bit under half-way across, then stopped, and I waited for several minutes and eventually reset the computer. Whenever I've tried to log back onto the character, the same thing happens.
I'm not very good with even the basics of computer hardware, so please try to explain any techno-jargon you use. I may need more RAM, I've been meaning to get some. (only have 1 gig...)
