Will 'Going Rogue' bring Endgame content
Sorry, I just cannot agree with you here.
I don't think City NEEDS an endgame.
Having an endgame implies that the game can be "beaten." Defeat the final boss, play theme music, roll developer credits, trade it in for the next one. That, to me, is not the point of an RPG.
I guess I'm too much of an old pen and paper gamer. Those games never had an end. You and your group just continued following the story, creating new characters to replace those lost or that you grew tired of, changing DM's, occasionally switching games to keep things interesting, but the game never "ended."
Along the way you'd create war stories, in-jokes, arguements, things that you remembered because they were fun. You didn't worry about who got what achievement/accolade/ what-have-you, because it wasn't important.
It really is about playing the game, not beating it.

What's a "real endgame"?
After a month or so, wouldn't it just be added to the list of Peregrine, the RWZ, Cimmerora, and the Shadow Shard? Won't we then be complaining how there's no where else to go all over again?
I'm being totally serious. I don't get what's being asked for.
Edit: By the way, I spend probably 90% of my time playing existing level 50 characters. I used to be more altified, but since I9 I've been about IOing out existing high-level characters, because I use that as a form of post-50 progression.

Sit tight and wait. Given its mention of switching over, morality meters and all, plus being an *expansion* as opposed to an issue, I'd expect to see things at most or all levels.
Personally, I'm hoping Going Rogue will bring more stuff to do across the entire spectrum of levels. If it brings more endgame content, great, it's definitely something we need. But if it brings endgame content to the extent that World of Warcraft has it, I don't think it would be the best thing for the game, because then everyone will rush to the end to play the endgame stuff and the remainder of the game will fall by the wayside. There are already large parts of the game that have fallen into obscurity because something better came along (Boomtown, I'm looking at YOU) and I'd rather not see that happen to anything else. Originally, near as I can figure, the Shadow Shard was intended to be the endgame content. Unfortunately, the devs made everything in it so time consuming that people either don't have time to do it, or would rather do 3 or 4 other things instead of one Dr. Q.
I enjoy playing my level 50s, but I don't want to feel like I'm forced to because suddenly there is so much content at that level that no one wants to play anywhere else.
So, to sum up my feelings on the matter:
I am indeed hoping Going Rogue will offer 50s more stuff to do, but not if it comes at the exclusion of any other level range. I am actually hoping that there will be more stuff in the mid-40's range. Currently my level 43 defender has only a couple task forces he can run that he will gain xp on, the ITF, and the Shadow Shard TFs. I don't like running ITFs repeatedly, and it is nearly impossible to "casually" run a Shard TF. So, give us a level 40-45 TF please. On BOTH sides.
EDIT: For the purposes of my post I am defining "endgame content" as "stuff for level 50 characters to do." No more, no less.

Endgame = PvP and Community.
At least, as far as my MMO experiences are concerned. Once a character is finished I stay with him to simply continue to hang out with my friends and PvP.
Sadly, I'm down to only 1 RL friend that still plays here with me and as far as the PvP goes...yeah.
Well I am kinda of torn what I want isn't endgame content, I just would like some more higher end content. I think the expansion pack will bring some. But I get the feeling this might be a huge co-op zone letting people play maybe not from level 1 to 50 but maybe level tenish and up.

First of all, I thought I was in the CoH city life forum when I posted this...oops
Second, I guess the term endgame causes confusion. Essentially, I mean that the game *by design* has more for a maxed-out character to do besides spend all their time in Peregine/Grandville, RWZ, and Cimmerora.
I don't mean 'beating the game' by any level. Rather, it's the opposite. I want to continue playing a 50 on a much broader scale, in more zones. I don't mean to shaft the lower levels, nor make it where you don't want to make alts, but I enjoy my 50s, and I can fly thru Peregrine alleys blindfolded because I've spent so much time there...
I also made an alternate suggestion for this sort of thing in the Suggestions threads, if any care to read.
Also, I have to agree with UberGuy. The new stuff to do will only be heavily played while it is still new and shiny. Once people figure out the most efficient way of making their way through it, the cries of "We need more stuff to do!" will start up all over again.
When the ITF was brand new it was the only thing most people wanted to do for a while, because no one knew the best way to do it yet and it was still challenging. Now that we have reached the era of sub-30 minute ITF runs it has become just another grind for merits and drops.
I IO my level 50 characters out very slowly, relying mostly on drops to get the stuff I want. I don't farm for purples and influence/infamy, I don't play the market, I have never even had a character break the 100 million influence mark. That, for me is "endgame content." I like watching my character get more effective with each IO I slot up, rather than going from "meh" to "ZOMGBBQ!!!1" in the course of one shopping/crafting spree.

Im still trying to create my "uber" defender. That's my end game as well.

I am really hoping that you CAN play from level 1. CoV was a paid expansion that let you start in the Rogue Isles. I am hoping that Going Rogue will let you start at level 1 in Praetoria. Heck, maybe even with ATs unique to Praetoria. Level up in the Praetorian world until you get to level 20 or so, at which time if you've become either good enough or evil enough you can then hop between Praetoria and Paragon City/The Rogue Isles.
What I'm thinking here is open up a set of middle-ground contacts to everyone; but some build bad rep, some build good rep. Move to one side or the other and you start to see some new contacts unlocked that continue you along that path, if you choose to do them.
Similarly, once you reach a certain level in CoH/CoV you can travel to Praetoria, question your loyalties, and while there switch sides. This doesn't have to be an immediate thing, maybe there are a number of contacts to be played before you can switch. Or if you're evil, go to Praetoria, run the evil contacts and don't switch, but have more content available.

I know, I know, this game is about the Journey, not the Destination, and making a gazillions Alts to do that Journey a bunch of times, but the reality is that *lots* of players want to continue playing their Max-level characters.
That well-known survey suggested lots of available things that for a lvl 50 char (global enhancements, etc), but we don't know how much of it will be in Going Rogue. Even so, Going Rogue just has a feel to me that it will contain an environment to keep a lvl50 busy almost indefinitely.
Again, I know, the current game can all keep a lvl50 busy, but we all know it's not really considered endgame. My 50 PB (whom I'm trying to purple, but really I just like to play) spends 90% of her time in Peregrine, with the occasional foray into RWZ, Cimmerora, or Shadow Shard. There's really no where else to go.
So, who's hoping Going Rogue will make a 'real' endgame for CoH?
