k, I'm not a numbers guy, and I have had little experience with MA, but I do know Shields fairly well, so,
For my money OwtS is a wasted powerpick, and certainly not worth slotting if you do take it, I say this because it's easy to hit the soft cap without it (though there are sometimes reasons to take it, and the crash isn't all bad compared to many other tier 9s)
Phalanx Fighting should never have extra slots put in it.
Those two small niggles aside what you have looks pretty good, and I'll leave the rest to someone more familiar with MA

Well after looking at your build in Mids, you were soft capped with 3 allies in range, to 2 of the 3 positional defenses. With no allies in range you fall below soft cap lvl in all 3. I would suggest shooting for the soft cap first 45% to all 3 and then working on other things, but hey i cant solo an AV either. I am still in the process of trying to soft cap my shielder so who knows maybe i am wrong.
I'm not a hardcore optomizer, but I'll mention some things that occurred to me looking at your build:
I don't think you need three slots in Phalanx Fighting. The bonus to your own defense isn't boosted by enhancements, and I think you can get more mileage out of those slots elsewhere.
For leveling purposes, I'd think you'd want to put your Steadfast Protection +3% Def into a power you're going to have earlier on, like True Grit.
I'm not sure what bonuses the three slotted Reticles are getting you from Focus Chi, but it doesn't look to me like you have nearly enough recharge in that power. Unless you're PvP'ing, I don't think the improved perception or the extra to hit are going to be useful, especially since you've also got FA. If you can give up the bonuses from Rectified Reticle, I'd just go with two recharge IOs and save the third slot for elsewhere.
I didn't see a Chance for Resist Debuff proc anywhere in your build. I'm no expert on AV killing, but I know that having that in one of your attacks will help your effective DPS. I'd look at adding a sixth slot to Thunder Kick for it, or moving the Touch of Death set to Thunder Kick, and putting the Kinetic Combats into Storm Kick with the -Resist Proc (I forget which set it's in, sorry).
As a general observation, I think you have way more Melee and Ranged defense than you're going to need for almost any situation. That's not a problem in itself, but it makes me think you've probably shortchanged yourself in other places.
As I said, I'm not an AV hunter, so there may be aspects of this build that I don't get. But those are some of the things that occurred to me looking at your build.

OwTS I don't think is a wast power at all it doesn't give you +Def it gives you +resis, +recovery and +Hit poitns which helps your regen out a lot. With soft capped def that +regen is that much better. I wouldn't put more then 2 slots in it but that is just me. So it is up to you if you like it or not some people will like it some wont.

I need some more people to weigh in on this build, are the sets I have in the Attacks good, would you change the sets? What is the Resist Proc, I don't see that anywhere to build in mids?

Mid as not been updated yet so it is not in there. It is a PvP IO that gives you +3% resist(?)

I would work on getting your AoE higher, the other 2 are good. Your Attacks are slotted ok, but I would slot Crane Kick different, Take out the Damage or the Damage/Recharge and put in the Proc, you will do more damage that way. I would put Hecatomb in Storm Kick it is your best DPS attack for MA.
I can see that you are going to have some end problems MA is bad with End so I would look into Conserve Power not focused Accuracy.
I wouldn't put that many slots into Phalanx Fighting one slot should be just fine, same with OwTS.
I would look in to Taking Cripping Axe Kick too it is a good attack and is better then Eagles Claw for DPS.
Here is my build for my MA/SD it is nothing great it is just the build that I use. Maybe someday I might put a lot more work into it but I'm happy with this build I did do the RWZ Challenge with this build so it works for me.

Are you really set on those powers?
Do you need FA? Cobra Atrike?
Looks to me like they're only used as a mule. Try picking up CJ in place of either one of those or maybe drop both completly and pick up CAK. Put the Gaussian's set on Focus Chi, maybe swap out the slotting for Dragon's tail and Shield Charge...
A few more things I would change on it but honestly just try to get 45 defense to all 3 with some attacks and you should be all good.
Wouldn't you want the attack that goes off more to have the better set (i.e. Purple)? Also, yes that is why I picked FA, but it also affords me the benifit of not having to load up on Acc, I was thinking of getting rid of Cobra Strike.

And that is why I'm suggesting that Dragon's Tail should have the purps including the proc. You're gonna be using that more often than Shield Charge.
OK FA stays so maybe drop Cobra Strike for CJ, that would free up say 3 more slots to play with and increase your defense across the board.
