Sands of mu is gone on new characters
Meaning it's not available as a veteran power pick? Bug it - seems like there's been some mix-ups recently in regard to Vet badges and powers.

First off, let's check some things here. First off is, are you looking in the right place? Can you choose any other veteran options? Are you sorting through the badges properly, making sure that you have the "Veterans Badges" selection up?

There have been some oddball things going on. (Such as one of my 50s, who has a cape and definitely did the cape mission, now being told she can't pick a cape other than Valkyrie.) But that, so far, only affects that one character. The reply I got was "Known issue, it's being worked on."
Just created a new character, and I could pick sands of mu - but again, doesn't mean you're not seeing it, just that it's not affecting that character.
Standard proceedure:
1. You're going to vet rewards?
2. You see all your vet reward badges?
3. It is or is not allowing you to click "Choose power?"
4. If it is, it is not showing up afterward?
Yes, /bug it in game if you've gone through this. /Petition as well, in case they can revert something, as /bug just reports the bug.

I found yesterday from a friend that if you are in an Mission Architect arc (TF mode) the Claim Veteran rewards badge is greyed out. Are you trying with a character that is in AE?

Just made a new toon, claimed mu immediately. Working fine here.
To reiterate:
1. Leave any AE mission. In fact, make sure you're not in any TF-mode from the AE or Ouroboros.
2. Open badge window. In the drop down menu on top, chose Veteran Badges. Look for the 12 month reward (there should be 3 badges labeled '12' until you redeem the reward) and click claim reward.
3. Double check your powers. On the power tray click on 'Powers' on the top of the tray. In the Powers Window, scroll the right side and see if you have either Sands of Mu or the Ghost Slayer Ax in the Inherent section. If you still don't have it after going through steps 1-3, contact customer support.
4. Go to one of your other alts that's supposed to have Sands of Mu. Does that character still have it? If not, contact customer support.

He's probably looking at the "Most Recent" badges section instead of "Veteran" badges, in which case he won't be able to select any rewards. He will have to change to the veteran badges section.
