The confuse is a mag3, which affects minions and lieutenants. It can stack, so it can affect bosses too, but will do so rarely since it's not a guaranteed confuse. Enhancing arctic air for confuse is very effective.

I love, love AA. Mixed with CC from /rad is an awesome combo.
Once you hit 50 slot it with the purple confuse set, including the proc. It's awesome (although it confuses JAck at times...)
Is Arctic air only for minions? I am only seeing minions being affected by the the confuse portion.
I like it for the overall slow effect just was hoping to see more soft control with it.
