have you gone pst the set spending limit on the card for the game? i believe there is a default of $100. but can be changed.
I had this happen to me. It seems the bank thought this was a fraudulent purchase because it wasn't part of my predicted shopping trend report. I don't make online purchases a lot and my subscription is on a yearly renewal. Call your bank and make sure they know that it is really you trying to make this purchase.

Yes, many banks have this kinda thing in place - especially since you do have people stealing credit card info and using it to purchase game accounts for things like RMT.
Also, when this kind of thing happens, you can go to the "Support/Ask A Question" section of www.cityofheroes.com.

If you've had this problem and resolved it before, i'd like to know how you did it. I have tried to buy the magic booster using the same card and information i use to pay for my subscription to coh/cov, but it keeps coming back as "declined" when i hit the buy button. I'm guessing it might be the bank isn't allowing me to purchase without some kind of notification but i don't want to do anything before hearing from someone who has had this issue already.
