Ok, silly me. A little more browsing around and I found my answer. It seems to be the server: Infinity! See you there soon.
Nuclear Annihilation: 50. (Rad/Rad) Corruptor.
Quasar Eclipse: 50 Warshade.
Humanoid No. 7: 50 (Invuln/SS) Tank.

Freedom has the highest population and very active zones, indeed, many still claim it as the unofficial PvP server. Virtue is well known for its RPvP and has reasonably active zones. Liberty is well populated and home to the highest number of PvP SGs currently active on test. PvP happens on all the servers, and each has its own characters and flavor. That said, when people come in and ask what the best server for PvP is Infinity, Freedom and Test are the default answers.

Almost all existing stickied PvP guides are outdated in the face of I13. Following that issue's closed beta in October 2008, the test team and dueling ladders completely shut down, and the team ladder is just starting to get off the ground again (seven months later). The dueling ladder is dead, and there's talk of a 2v2 ladder.
Odds of finding duels on test when there aren't PvP SGs practicing or having matches are slim to none. Freedom is where most people are these days simply because it's the highest-population server, ergo more people to PvP with. Infinity is somewhat active, sometimes. Infinity, Freedom, and a few other servers had their own team PvP ladders at one point but I13 destroyed those as well.

and virtue known for RPvP? god. Virtue is known for RP. but we have a healthy and growing (again) PvP crew that is newb friendly. more often than not when there is PvP going on (rv and kickball) its ballanced teams with buffers/debuffers with damage. (stalkers, scrappers, and blasters for damage)
Forum PVP is epic.
ac pvp is more epic..

Meh...you can still find ppl RPvPing on Virtue. One night, a group of "soldiers" came into zone and were running around and talking to each other in pseudo military jargon while fighting (they were serious too). Some Army themed SG guys...about 6 of them. And there's more but you get the point...

Ok, it's rare.
What server is the most active PvP server excluding Freedom and Virtue?
Is there a server more people favor when playing PvP or a server that has the reputation of being the PvP server?
My biggest issues so far is that there are very few people in the PvP zones on my home server. I know the reason why is that "90%" (someone threw out that lolnumbers in a different post) of the PvP players have left the game. But I think a step in the right direction would be to have one of the servers be the unoffical PvP server. If everyone could come to an agreement on a server I will move my next 50 to agreed upon server to 'mentor' my PvP toons.
