Proc IOs in passive powers?
I know I regularly drop the Chance for +END from one of the END Mod sets into Stamina. I think it rolls it's chance every 10 seconds, so at 20% chance, that's a small END boost every 50 seconds, on average. When I watch the Combat tab, I see it firing about that often.

Short version: the proc would be permanent.
Long version: Passive powers pulse every 10s and last 10.25s (on average, I'm sure there are corner cases). This means that procs such as Numinas will go off every 10 or 20 seconds. (I say 10 or 20 seconds because procs in powers like this can only go off once every 10 seconds, so I'm not sure if the effect would be calculated before or after the 10s suppression in something that fires in exactly 10s.) Since that's well before the 120s duration is up, it constantly gets refreshed and never expires.
What about if you put a +end/+recovery proc in a pet-like power? I'm specifically thinking of the Miracle or Numina procs in Triage Beacon or Spirit Tree. I believe I read somewhere that if you put a proc IO in a normal pet, the proc only affects the pet - the Chance for Build Up on Fire Imps or Assault Bot has a chance to boost their attacks, not yours. So would the proc just boost the beacon/tree's recovery, or would it affect the pet's healing aura?

Numina's Unique isn't a proc, it has a duration not a percent chance to activate, and it will only effect your own toon.
The chance for Build Up is a proc, and can transfer it's effect to the pet (you will also have a chance to gain the Build Up on yourself when you summon pet).

2 chance for +end IOs in a WP brute and the panacea proc is pure win.
I've been looking at the different IO sets, and I'm curious - how do some of the proc IOs, like the +regen and +recovery pieces, work in a passive power? I know the intent is that they are supposed to activate each time you use a power. So how does that function with a power that's always active? Or does it work at all?
