I believe that's how it works. Your teammates that are around you and you can teleport them and yourself to a certain point. It's kinda like Group Flight. I remember doing this with the Buffer Overdose group. Team TP + FS + Nuke ftw!
Like NRGON said, Team Teleport (the pool power), functions by moving you, and all the teammates around you to your selected destination. It does not TP your team to you from across the map.

Team Teleport power description:
"You can Teleport yourself and your nearby teammates to a targeted location. Teammates must be in close proximity to you."
If I remember correctly the radius your teammates must be within is 30 feet.

Can you tell us exactly what it is doing differently from your expectation?
To possibly save time, I'll guess: You saw someone use a power where it teleported the entire team to their location and you thought the 'Team Teleport' power in the pool is the power they used. It is not. The power that brings the team to your location is called 'Assemble The Team' and it is a 'Veteran Reward' power which you receive after having a paid account active for 42 months.

Are you sure you're using Team Teleport and not just Teleport?
Are you sure the people are on your Team. It only TPs teammates, not other players who are not on your team.

You didn't respond to ZM's second statement, though. You do realize that Team TP does not work on players unless they are a member of your team.
If it indeed is not working on team members then is sounds like they have the 'Prompt team teleport' setting enabled, which requires them to click a confirmation box to be tp-ed.
[Edit]Or another option is you've placed the self-TP power on both trays.

A member of a regular team I play with picked up Team Teleport. I can confirm it was working as of about two weeks ago. Haven't seen it used since. I have the Team Teleport on one of my alts. Maybe I'll try it out if I get the chance.
