There's no real way to maximize resistance via IOs - most of the bonuses are too pitiful to be significant; further most Tanker primaries don't have resistance values high enough to make +res bonuses worth your while. Going for +def is, in general, the best way to improve your survivability. (Some sets benefit more from it than others. Always remember to aim for the same defense type as the set provides - so positional (melee, range, aoe) for Shield, typed (smash/lethal/etc ) for Invuln/WP/Ice/etc.)
As for recharge, some sets that you can use for +rech:
Crushing Impact (melee) +5%
Obliteration (pbaoe) +5%
Doctored Wounds (heal) +5%
Decimation (ranged) +6.25%
Positron's Blast (ranged aoe) +6.25%
Stupefy (stun) + 6.25%
Mocking Beratement (taunt) +7.5%
Luck of the Gampler special (defense) +7.5%
Most purple sets +7.5%
That's just a start. If you're using MIDs, its set bonus finder is a big help (Window -> Set Bonus Finder).

For defense, figure out whether your character inherently has typed defenses (smash lethal, fire, cold,, etc.) or positional (melee, ranged, aoe), and seek set bonuses that add more of the same.
I have a 50 ice tank that when i looked at the numbers i decided to maximize regen, recharge & heals for my mitigation. i was able to get 45 hp/sec (with hoarfrost up), 140% recharge (with haste up) & 10% on my heals between my purps & other IO's (sets & procs) not to mention my EA is a real defence builder now (2.5 for 1st about 1 for every other in melee range) and my shields still give me 35% defense to all but fire/ice/psi/toxic (35% resistance to fire/90% to ice/11%def,10%res to psi/30%res to toxic, between powers and sets) not to mention my dmg is alot higher with a 5% dmg buff a 70% acc buff & all the recharge. I think the price was high though at alittle under 2 billion
I want to maximize resistance, and maximize damage. Is there a best set to use, or just use reguar IO's?
