We just RP that the air is heavier. 
When choosing an alternate RP server, you probably want to switch coasts as well. That way if you run afoul of network issues to your primary RP server, your alternate is not as likely to be affected.
That said, I have had very good RP experiences on:

Ok, so everyone knows that Virtue is the big RP server, but it has become SO laggy due to TONS of players on it! Is there a low population server that is looking at a new influx of RPers?
Does anyone know? Whats your opinion?
