A chainsaw would be a great, fun powerset. At this point, however, we need more Control/Assault powers, rather than melee/defense, which we've been adding in since around I11ish.

Well, when I first read the title I have to admit I thought it would be awsome. But after a second thought it sounds like a bit much.
I mean this game is rated T, and a chainsaw wouldn't be the same with out gore and blood splatter effects on your screen. Plus, you don't see a lot of heroes trying to "arrest" evil with a chainsaw (Evil Dead and Army of Darkness don't count, the guy turned half insane), so it would only work out for brutes.
Anyways those are my 2 cents, hope we get customizable henchmen and female MM pets with this if it comes out.
Edit: Oh don't pull the swords, axes and guns don't have gore either, they can get away with it barely. A chainsaw just has to have it. High RPM chain + flesh = gore.

Ehh, still don't quite see it happening. I'm not trying to shoot you down, just trying to point out the flaw in it. Other than the gore problem and it not working out for heroes I'd be all for it.
If they could add gore without bumping the rating up to M or didn't care about going up to M, I would hope this would be in the game by i16. Who doesn't want to make a Brute and go on a Rouge's Isle Chainsaw Massacre?
The description in the power selection screen would be:
"With this power, you wield a mighty Chainsaw, one of the most powerful (if unwieldly) weapons devised by human hands! This weapon does more damage overall than any other (Scrapper Primary/Brute Primary/Tanker Secondary) power, but is a bit clumsy, giving it a penalty to accuracy and having slow recharge time. (Scrapper's description also reads: This weapon has a bonus to critical hits against enemies lower-level than you.)"
The basic gist is: this powerset does more damage, but can't hit as reliably. Most smart players would slot the powers in this set for accuracy or recharge time than damage, because it has enough damage already. A full-slotted damage CS power would truly be a terrible sight to behold, but also pretty funny, since the player's swinging maybe forty million billion points of damage around, but missing his targets who are sitting two feet away, laughing and throwing peanuts at his head.
Now, this is a PvP situation, to be sure, but in PvE, the recharge times counterbalance the damage. If perfectly accurate, the CS would have maybe a little more DPS than a Broadsword.
Some sample powers:
Rend - You perform a slash across your enemy's midsection, causing high damage. (Damage: High; Recharge: Moderate)
Rev Up - You give your Chainsaw a rev above your head, providing you and allied characters around you a much-needed morale boost. (+damage, -recharge; Recharge: Long)
Decimate - You go into a frenzy and unload all your destructive energy onto your target. The sheer amount of damage will leave your target stunned, if he is not killed by the attack itself. Using this attack will leave you drained of endurace and unable to recover endurace for a while. (Damade: Superior; Recharge: Very Long)
