Panicking civilians?
I think only a few select maps (Atlas Park) actually contain rampant civilians.

I was wondering that as well. They are a flavor addition that I desperately want in my designs. Of course I can imagine people taking it to the crazy degree.

I think if you created a large number of escorts on an outdoor map, then set their group guards to single and told them to wander around once freed, you could create crowds that activated once the player entered the area, but they would probably walk at a fairly regular speed, and not be scared.
I don't think there is a genuine way to do it...yet.

Yeah, and the problem I ran into was that as I encountered civilians on that map, they were just doing their "goin' to the store" walk-- they wouldn't actually freak out unless mobs got near (if at all, I don't remember actually freaking them out at all now that I think about it, but it may have just been bad luck in pathing).
...But even in Atlas, that's a pretty lackadaisical attitude in the middle of an alien invasion. I switched maps and told the civilians to STAY IN THEIR HOMES!

That's true, Herring. You've got to think after the past thirty years of aliens, monsters and goldfish that if something weird popped up, people would just walk calmly inside their homes.

Maybe it can just be a toggle on the main mission screen; you either get panicked civvies or you don't. I miss the screaming SWAT guy.
