Calvin Scott TF
Devs have said they'd like to be able to do it, but have to figure out the whole "contact is no longer in the game" thing (since Ouro missions send you to the existing contact in order to proceed through the missions).

Well... we already have the holographic contact. Alternately, let one of the Menders tell Calvin's story - though that might be more rewriting than it'd be worth.
Someone rebuilt the Calvin Scott TF in the MA, go look it up.

Maybe they just add Calvin as a contact buried somewhere in the game that's inaccessible... Like inside a building? Then he would be in game for the Ouro mission.

How about creating a new (small) building interior of an office with Calvin Scott in it. It's there ALL THE TIME, but noone knows where it is, really.
If you're on the Oroborous Calvin Scott TF he's the Calvin Scott of the past, bigging for your help.
If you're NOT on the Oro TF then he's just Calvin Scott, guy working at his desk in an office building and the only way to find him is to KNOW Where he is or randomly find him by clicking the doors of every office building in Paragon.

I would be in favor of the Oro-only access to Calvin Scott, but then I would let it "leak" that there was this super sneaky way to gain access to him in the regular timestream game, by clicking on all of the doors. Make it the biggest snipe hunt ever in CoH...

And then people could go to that building and talk to him.... Which does nothing.
Since the TF is through Oroborous you'd have to be linked to him somehow. he wouldn't give his missions out to just 'anyone' and could be programmed to just ask people to kindly leave, so he can get back to work.

The only possible issue have with it is that Malaise wouldn't be standing beside Sister Psyche and, according to the story of CoH, (but not CoV strangely enough) Malaise is supposed to be in hiding (and supposed to have reverted to villainy) only after the Calvin Scott TF's place in the timeline (though according to CoV, he's still working with the Vindicators).
Mmm.. would be cool to do this tf, if/when the Devs finally figure out the solution for it that is, so.. yeah, t'is would be niceness.

I don't think dealing with removed content via Ouroboros should be that big of a hurdle. All it needs is a little narrative to explain, and a place to put the appropriate contact.

Behind Mender Seers (or whoever) is either a gravity geyser, or a simple portal. This transports the character to mist shrouded islands in the hinterlands of the Ouroboros zone. Each contact is on an island that seems to be a chunk of the city torn out of the game at the time of the event. Energy bridges connect the islands, and an exit from the zone is on the first island. To do the content, simply talk to the contact.
In any case that a mission goal has also been removed, it would also appear on an Island of Time.
Calvin Scott for example would be standing on a chunk of IP, ready to give his mission. Sister Psyche in Aurora Borealis' body would be standing at her usual spot. Just talk to Calvin as usual to do the TF.
If one TF isn't enough reason to do this they could have an old Bastion TF vs. the 5th Column, or even have access to the old Riki Crash Site (for who knows what reason).
Nice and simple way of keeping old content around, allowing the setting to advance without having to loose any outdated content.
