Are there currently no Hall of Fame Arcs?

There are none yet. It may be too early to tell for certain, but it looks like the requirements are far too strict for any arc to maintain.
Part of the problem, IMHO, is the prime real estate of the first page of search results. If you're #1 on the 2nd page, there's an incentive to rating-grief someone on the first page so you get bumped forward.
And for a while things were cold,

There is...and there isn't. Mathematically it's very tough to get into the Hall of Fame and STAY there, especially when there seems to be some people out there who've made it their life's work to make sure they don't stay there. I know for sure one has made it, and then gets voted out, and then gets voted back in, and then out, ad nauseum.

I'm not sure there's a specific anti-HoF voting bloc, because if there was, they'd have used all their voting "bullets" by now (you can only vote once per account, after all). I think it's that anyone who's close to the front of the list becomes the rating PvP-opponent of anyone in front of them.

It's an incentive if you want to be on the first page, period. Whether or not you bow to the pressure depends on your moral judgment, but the incentive is there to view people in front of you as ratings-PvP opponents.
This kind of thing is why I really wanted the search results to be randomized within the star-delimited ratings bands.

I disagree, and stand firmly on my original statement. Regardless of "incentive" anyone who's rating things on other than the arc itself is an [censored]. Is that judgmental? Yup, and I don't care.

My point is that there's a tangible reward for being a [censored]. Saying the reward doesn't exist if you're not a [censored] doesn't make sense. It does exist, you're just choosing not to take the bait.

It's not very clear if the re-vote is supposed to add to the total tally or replace the previous vote. Apparently it was added, on the aforementioned tests in the other thread, but I can't vouch either way personally.
