Making a fleeing villain?
I don't know. I know I've had a mission fail because the boss ran away and escaped from me before, though it wasn't my mission so I don't know exactly how it was done. Maybe try an indoor map, rather than an outdoor one?

you can make him single - so no other enemies. When you get to him he should run away (in theory you rescued him, but with animations and text you can make it clear he is fleeing).
or have enemies around. He won't fight. After they are defeated he runs away.

dugfromthearth: Clever idea, I gave that a whirl...but that runs into the problem of the NPC text popping up at the beginning of the mission. And he wouldn't run when I found him...*shrug*

I played an MA arc that was in plain Atlas Park. I was able to attack the boss, but he fled like 30' away into a Rikti ship and left. I got a Mission Failed big red popup, but received full bonus tickets; I was able to advance in the arc.
Stopped reading after part of the first sentence, I played in nan arc with a fleeing villain. When he fled I 1 stared it and quit the arc, g'luck

Perhaps you should have read the whole post then because as the OP states, the fleeing boss was intended for story not for tickets. He's supposed to flee and doesn't change the outcome of the story.
I have something like this but in reverse for one of my arcs. At the end when you finish the mission a friendly ambush spawns of fans looking for autographs. It's kinda of funny and just a bit of flare as the mission is actually done and there really isn't anything you can do with the ambush although they will attack any remaining villains they come across. However they all appear at the spawn point but only 1 of them will run to the player.
This may not be technically feasible, and if not, I'll work around it somewhere. But I got it to work once, and I'm not sure why I can't get it to work again.
Basically, I have this archvillain that's not actually there to be fought - he's supposed to run away upon seeing the player, because now's not the right time to fight them. To that end I made him not required for mission completion, run away at full health, and run away with 12 (or 1 - I tried both) minions left. I tried this in both City Map 01 (Ruined) and The Zig Breakout, but in the former, he didn't run at all, and in the latter, he stopped and started attacking me once he saw me.
This was a particular kick in the face, considering I just ran into Agent Crimson with my villain and he very dutifully ran like hell without my being able to do anything about it. Is there any way to get my intended fleeing to work, or should I find a workaround for now?
