Pool Expansion to Fifth Tier
What pool is Health?
Pools should NOT have powers that are available to primary or secondary sets.

Like High Pain Tolerance or True Grit?
I think it would overpower some builds, having access to these powers as a 5th power pool.
I like the idea of maybe extending power pools like epics have been extended, but I don't think these powers would be the way to go.
A Willpower or Shields who already has access to +hp/resist would most definitely want Hardy just as a a Widow would want a second ML, seeing how they are powers from 2 different pools. Or even everyone having access to fortitude.
I like the direction, but not the content.

I believe that many of the pool powers (and even some of the Primaries and Secondaries) could be expanded, but I definately wouldn't do it by adding over-powered stuff at the top.
Air Domination? Yeah, a bit much. Travel plus a big damage hit plus mitigation? Sounds like a certain tier 9. Getting a Primary powerset's tier 9 as a pool power is way overboard.
Try something more like:
"Denial of Airspace": Ranged Single-target attack, high magnitude -Fly, Knockdown, very low (smashing) damage.
You'ld be taking Air Superiority, and trading it's damage for some range. Air Superiority is already considered a very good power, especially for being only a tier one pool power.
