Have you tried getting the Outlaw badge? The average Mayhem mission (solo) contains less than 25 PPD Officers, including the side missions (and this is assuming you are high enough level to get all of the side missions). That's a lot of mayhem missions and a whole lot of time to acquire that badge. Even on a team (average of 110 or so PPD per Mayhem) that's going to take you at least 10 Mayhem missions slaughtering every single PPD officer in them. I don't think redundancy should matter at all in such a case.

Yes. I have all three Fire badges on several of my heroes and it didn't take that long to get either. Try getting on a team and working the fires. It's not really a solo friendly event.

Yeah, it's also solo friendly if you happen to be an Ice/ Blaster or Ice/Storm Controller or Storm/Ice Defender, but that is neither here nor there. For the majority of powerset combos it is not solo friendly.
Yet I still have the badges on at least 4 characters that have no such powers and aren't even level 20 yet simply because of teaming.

I don't think I understand the argument. It could be a badge to complete the LRSF with nothing but Brawl, but if characters already have it, it adds absolutely no requirement whatsoever to anything else it's attached to.

Well, think of something else then. Just don't make it something that ties yet another villain accolade to PvP.
