The "Energy Assault" comment in the list might be revisited. It's been buffed.

Yes, there are an awful lot of updates, and I've not been prioritizing this lately.

Actually, it was not the DoT that was removed, it still does its damage in two tics. What was removed was the excess damage. Instead of doing base damage + the damage for its secondary effect in two tics, it now does its base damage in two tics.

I would correct that to:
  • Flares has no secondary effect. The added damage (over time) effect was removed in I15. (Alternatively, Flares' End cost and recharge is too high for the base damage not counting the second tic)

I15 noticiably helped the damage output but I'm not sure if most would consider it "enough" due to the ST specialty.

I pretty much agree. For it to be more useful on a Dominator, it would need either a really strong control effect (KB, stun, etc) or it would need to debuff enemy mez protection.

still the same issues for ice control

-ice slick miss a -fly component like quicksand or tar patch got.
it implies that we should use our AoE immob to prevent flying mob from evading it which would break ice slick main use
-ice slick can't be slotted with slow set (qucksand can, earthquake can take 3 different categories of set) it's an issue for a power mobs will try to run away of
-relying almost only on AA or ice slick for AoE control,one of those power should provide a -dam or a -tohit component (like earthquake) as both are soft control
-jack should be allowed to be slotted with slow set (venus can take def debuff, stoney and singui accept kb set...)
-shiver miss some controlling effet. -rch and -spd is an uneffectif "control" power.
maybe a kb like gale, or a -tohit component could be added.

Unfortunately I'm not going to be able to maintain this list in the future. But if someone else wants to revive it, you have my full support. Also, you can add this to the list:

Stone Spears does no damage to flying targets. It can target them and knock them up, but the damage is zero.
