Perhaps a map of Port Oakes would help?
The building is marked as #1 (with a little house icon) and/or the Super Group Registrar (marked with a Hospital icon for some reason) about dead center on the map.
thats' weird I went into that building and didn't get the ususal message saying that I've found a day job spot, nor did I get a treasure chest icon under my status bar that indecated that I'm getting the xp to get that day job stuff...
Then I may have the wrong building entirely. But I'm 73% certain.

You only get a pop-up the first time you encounter a day job location. Also: the icons aren't all treasure chests. I believe demagogue is a capital 'I'.

Log out right next to the VG registrar in PO.
Make sure you don't have passive/auto power icons on hidden in your options menu.
