Are travel powers really needed?
Nope, you can do perfectly well without a travel power all the way to level 50. The temporary travel packs from the Safeguard/Mayhem missions go a long way, and with the Winter Event coming soon you may even be able to get your hands on a Jingle Jet, which has unlimited use for 30 days, if my memory is correct.
I've got several characters that have gone into the 30s and 40s with no travel power, and 1 that has been 50 a while and still doesn't have one. Even the Shadow Shard can be traversed without one.
Travel Powers are definitely a Quality of Life feature. If you make liberal use of Pocket D, a SG base with teleporters, and the train system you can get anywhere you need in a jiffy. The GvE Jet Pack and the purchasable flight pack can also be useful.

No. Hurdle is within a hair of Fly's movement speed, slot for slot, and very easy to get faster with a few set bonuses. There are also several different jet packs that can be obtained in the game (including a new one being added in I13, which can be purchased with influence from a vendor in the Shadow Shard), the $5 jet pack which can be purchased from the server login screen, the Zero-G jump pack from the King's Row Mayhem/Safeguard mission, a couple of temporary Teleport powers for villains (obtained during missions)... or even simply using the Ouroboros portal and knowing your way around zones well enough to get to mission doors without running very far.
No, travel powers are purely flavor in Co*. Feel perfectly free to play without them.
and don't forget the O-port at 24.
If you plan on teaming regularly with a travel-less toon, especially on TFs, please keep a temp travel power handy, or make sure the team knows you have no travel power. Some teams can be unpleasant about "concept toons", but I find most are very understanding if they know what to expect.

The jet packs are all slower than Hurdle with one Jump enhancement and no set bonuses.
If teams are fine with people using jet packs, they're fine with people not using them.

I never even mention that I don't have a travel power when I'm on a team. I make it a point to verify that the person recruiting me knows I'm playing TA, and therefore will not be healing anyone, but I never say a word about not having a travel power. And not one person has ever said anything about my lack of a travel power.
Basic truth of the game is that most players are sloooooooooooow, even the ones with SS or SJ. People stop to talk to friends or SG members. People stop to sell or buy things. People stop to go AFK. People stop to figure out how to go around the gum wrapper on the street. They really don't give a darn whether or not you have a travel power, because it takes most of them just as long to get to a mission door with one as it does for you to get to it without one. And on the rare occasion when you're dead last, someone almost always has some form of teleportation and they're just itching to use it.
Just a few nights ago, I was able to run a four player Numina TF. Numina. The one that sends you all over the city on Defeat X missions. The other three players all had SS, one had SS and SJ, the leader was a 42+ month vet, and none of them said anything to me about my speed between or in missions. I know at least one of them was looking at my powers, too, because he commented on the set bonuses. He didn't comment on the lack of SS, SJ, Fly or TP. Nor did anyone have any complaints on the two occasions when I wasn't second or third to a mission door, because I was only a couple of seconds behind the last person to enter.
No, you do not need to announce to teams that you don't have a travel power. If there is anyone out there who feels that it's important enough to make an issue of it, they're not worth teaming with.

Just be careful about speed task forces. I play on a pretty 'nice' server, I would say, but I got in a speed ITS a week or two ago. One of the people had a travel power- superspeed (but no flight packs)- but that wouldn't let him rush to Rom at the end, and no one had recall friend. That led to a lot of somewhat mean-natured teasing- I had group fly and went back and taxied him to Rom and the towers (oo, finally got a use outta the stupid power!), but that just led to both of us being whinged at for being 'slow'.
I know a lot of speed TS's are run on my server- they're the only way some TSes are done, in fact. Not sure how that is on other servers, but if you don't have some way to get around fast as they run run run from here to there, you may end up dropped for just being 'extra weight'. If you can avoid that, though, I don't see there's any problems in not having them.
...Although I admit it would drive me mad. I never take travel powers CoV, because of how easy it is to get the oub flightpack, but as far as I know, CoH doesn't have an easy gettable fight pack like that. (Does it?) I'm not that coordinated, so I'd find places like the Shadow Shard a pain in the neck... and even just running around the city zones when my contact sends me to do a mission three zones away for no sane reason. Gah. It is definitely possible, I'm sure- but I think it would be more annoying then having to fit those powers in to your build would be. Guess it's one of those YMMV things.
Swift+Hurdle makes a great travel power (though I also run Quickness...so I have a bit of an edge)
also, if you play with the same group of people regularly and tend to more or less avoid PuGs, then travel powers are much less required.
The players I'm usually with generally run recall heavy. I'm rarely on a team that does not have at least two recall capable players.
On our family team, in fact, up until about level 25 or 30, only one of our characters had a true travel power...Our 'troller could port. The most anybody else had was combat jumping or hover. We'd wait til he ported the 'fender and then they'd both start popping us in. Since all of us got Assemble the Team a few months back, it's even easier.
Still, even without all that, simply hoofing it is usually plenty fast enough for soloing needs (minus that 10 minute timed mission immediately after the first mission around level 40-44) and even in teaming there's usually someone that can recall.

I've done that mission twice on characters with Hurdle + CJ for travel.
TA defenders, I should add.
I succeeded both times with more than 4 minutes left on the timer.

I usually make it fine to, but the least travel worthy person I've run it on so far was my Swift-Hurdle-Quickness-Invis scrapper, so I wasn't confident that it could be done without travel.

Hey, long time player, new poster here. I have a question about travel powers. Are they really needed?
I don't really do PvP, and I'm going to focus on CoH more than CoV for a while. CoH has flatter maps, which could be crossed with ease if someone has a jump pack or another temp travel power. This makes me wonder if it's possible to get to 50 without getting super speed, flight, self tp, or super jump.
Any feedback on this (before I use a respec on a lv 14 with end problems who needs fitness before lv 20) would be awesome.
