Simple question about converting AVI's
You can use Windows Movie Maker and just encode them into a lower resolution/different format.

To follow up on the question... What is the "best" encoding to use for uploading to Youtube/Google Video/(insert video hosting here)?

Personally I've found that converting to WMV works best for me - I get good quality sound/video even after uploading to YouTube (although I have the option for High Quality Available there as well).
If you're looking for free conversion, your best bet is to record in FRAPS, import it into Windows Movie Maker, save it as a WMV, and go from there.

Along this line of questioning: Youtube displays videos in .flv format. Would it save upload time to convert directly to this format before putting something online?

According to YouTube's help pages:
YouTube accepts a wide range of video file formats such as .WMV, .AVI, .MOV, and .MPG. Here are a few things that may work well for you:
* MPEG4 (Divx, Xvid) format
* MP3 audio
* Video resolution: 480x360 or higher
* Frame Rate: 24fps or higher
I use "iPod MPEG-4 640x480".
I've got fraps. I recorded some stuff I want to post (no editing, just post as they are). The files are huge so I need to convert them to a small format.
What's the best way to do this? I'd rather not spend any money. I've got windows XP. I read something in this forum about a utility in XP to that turns avi's into a smaller format. But I don't see anything anywhere. What am I looking for?
