Like is it just someone who uses the steampunk options for the creator or is it more then that?

I've always seen it defined at Victorian era Sci-fi...robots, fantastic devices, etc, all pretty much bronze and powered by steam. Think the Clockwork and you're on the right track.
Not sure where the "punk" part comes in.

No characters that are powered by steam though but was curious. I guess TA could fall into that sci-fi, fantasy armor, robot genre but from the description he doesn't quite fit no?

The steampunk genre, contrary to what some ppl. may claim is NOT of dystopic ideals. It's high adventure, clockwork/steam driven apparatus used in every day life and war. It's also about embracing Romanticism to the fullest (not romance but Romance with a capital R as in the social/literary movement). With elements from HG Wells, Jules Verne and historical fiction thrown in for good measure. Most of it set in Europe like England or France but it's set in the United States (such as the genre "weird west" to some degree")
The are even bands that have a "steampunk/victorian/edwardian" feel to them like Abney Park (Road?)or Rasputina
Examples -
- Wild Wild West (the bad guy and the giant mechanical spider).
- The League of Extraordinary Gentlemen comic to some degree.

Also, as a former 'Digital Jockey' for an online MMO-gamer centric 'radio station' that I won't name, I used to play a LOT Abney Park on my time slot. Until recently they were very much more 'Dark' or 'Goth'-esque. I'm interested in the new direction (Captain) Robert has taken. (Hells I want to make a kilt like they have listed for purchase on their site. However with a bit more leather)
Rasputina definitely borrows from the Victorian era yet I'd be hesitant to pidgeon hole them under 'steampunk' as well.
However, both groups are pure aural sex and I encourage anyone who hasn't listened to them to do so. Your ears will thank me.

Hell just boots would be a start.. though the jump boots are nice to help fill in that costume hole.

Steampunk is the idea that steam power and "clockwork" mechanics could somehow be harnessed to create advanced technology. At it's fringes, stuff like imagining that Charles Babbage managed to turn the Differential Engine into a real supercomputer counts as Steampunk.
