I cant take screenshots any more -- what gives?

Vista or XP?
If Vista, do not install the game in the default folder.
Default folders from the program files are weird under vista, they will not let you write in them, hence, you can't save screenies.
I had the same happening to me before I uninstalled and reinstalled somewhere else on the Hard drive.
The OP is talking about not being able to capture and hold any regular (not Co* saved) screenies in the Windows Clipboard, so it can be later Pasted into some graphics program. So I don't think it is an OS permissions issue.
It's Vista (which seems to be the cause of some of my other issues as well) and I did save the game to the default folder. So I should uninstall, then re-install and save it elsewhere? If so, where?

Hitting Ctrl+PrintScreen and then pasting into Paint or whatever should work on whatever version of Windows you're using. I have no idea why that wouldn't work. Try asking in the tech support section. Those nerds are awesome.
If you're just hitting PrintScreen, and you're in Vista, the screens generated by CoH itself might end up in Vista's "virtual store", which should be in a CoH directory in \UserName\Documents\AppData\Local\VirtualStore
Okay, I found the screenshot folder under CoH, so that's a start. I still miss being able to capture pictures from the login screen.
Can't find the virtual store -- there's no "AppData" under "Documents."
I'm useless with computers. 
The login screen should still be able to be copy-pasted into a paint program even with Vista, however you have to do it. Open a paint program, and immediately paste the printscreen there. I don't have Vista, so I can't say that would work. But there's never been a time when the login screen or any UI based screen (like the Enhancements, Icon) have ever pasted to the screenshots directory.

the login screen captures are not saved as screenshot files. Neither are enhance screen captures, costume creator captures, or anything else other than the regular character view.
But, they ARE captured. Simply open up Paint (or any other image/editing program) and press CTRL+V. The last capture you did should appear. Save the file, JPEG (.jpg) format recommended.

I have found that lately, when hitting print screen in the character selection screen, and pasting to photoshop, I only got completely black screens too.
If I use a specific screen capture software (20/20) it is the same, nothing pasted.
I recently got a new computer, and it has some quirks and eccentricities I'm not used to. One of them is that I no longer seem to be able to take screenshots in CoH/V. It used to be that I could click Ctrl/Print Screen, then paste the image in Paint to crop it, then save it from there. This included the character login screen, allowing me to get nice portraits of my characters. Now when I paste it's just a black field.
I know there also used to be a screenshots folder under the City of Heroes program file, but that doesn't seem to be there any more.
Help?
