I am just at 39 on the heroes side myself (go villains =P), and I have been told that they are just like power pools at lvl 6. It will come up in the level up screen saying you have the ability to choose from an Epic Power Pool. Don't know from experience but that's what I've been told.
I dunno, I read somewhere after some Google searching that you have to do a mission story-arc. I just think the devs should have a guide to this stickied to the top some where.
Villains: Forget who introduces you, but you HAVE to do the first storyarc of your chosen Patron from the four of Arachnos: Ghost Widow, Captain Mako, Black Scorpion, or Scirocco. Once you chose a patron, you cannot change it.
For Heroes, you don't have to do jack [cencored]! It's FREE, and never locked into a choice!
I forget his name, but there's an arbiter standing right in front of the doors into Recluse's tower. You talk to him to start the arc where you choose your patron.

The arc the Arbiter gives is a few missions long, none of them what I would consider REAL missions. Read their plaques, which do you want, etc.
I think you meant for this to be in Player Questions, not Player Guides (this forum is only for the storage of guides so they don't get purged).
Anyway, since I see you have Tanker about to become 41, you're referring to the Ancillary Power Pool of Heroes, as you rightly call them and not the Epic Power Pools of Villains as some in this thread have wrongly assumed.
Just like when you hit level 4 and got a notice in your training up window (with Ms. Liberty or Back Alley Brawler) that you unlocked a Power Pool, when you get to your level 41 training up window, you'll see a notice that you can chose a power from an APP.
Mid's Design builder and ParagonWiki are your best sources to see what APPs are available to your Tanker.

I posted this here because it's in the Guides forum that you would expect to find a guide or other info about the APP's / PPP's, and how you get them, what to expect, etc..
The regular Power Pools become available at level 6.

I've been searching for a guide to the Ancillary Power Pools, and all I keep finding are lists of basic info about each power. What I wanna know is, since I have a character who is looking at level 41 coming up next, is, how do you go about getting the APP's?
How does it happen? Do magical fairies just... float down out of the sky and give 'em to you? Somehow, I don't think so.
I can't find a guide anywhere that says what you need to do, or what NPC you have to go talk to. And knowing this game like I do, I'm expecting absolutely no info to pop up in game.
