Of course, if you're street sweeping and don't get a costume drop.. you'll still get influence, salvage and recipes. And if you keep the first, and sell the other two... you could be on your way to -buying- a costume piece.
If there are costume pieces for sale (which there have been, of all the types of wings at least pretty much each time I've looked) then they can't be -that- rare...

If you are more concerned about the drop than leveling the toon, go die a few times in a row. Get to max debt. Once you begin street sweeping, focus in on mobs that are -4 or -3 to you (minions will con grey or green). This will give you the least xp and half of that will go to debt. If you sweep long enough to pay off your debt, then suicide a few more times. Good luck.
well I can update that after 6 hrs of sweeping this is what I noticed.
(All things I was getting xp from)
Greys - nothing but xp, no insp, enhance, savage or recipes.
Blues - xp + insp, enh, some salvage, no recipes
Greens - xp + insp, enh, some salvage, no recipes
large groups of whites and yellows sent me to the hospital so 
To date, no recipes.

Well I read every post in here, some of my SG mates said that you need to have your diffculty level set to rugged or higher. Any proof of this? Inquiring minds want to know. LOL

Not sure what you were street sweeping, or where, it would be nice to know where to avoid. I spent 3 levels of my 20's on my Fire/Kin just street sweeping in Dark Astoria. I didn't touch any greys, but focused on -1/-2 for the sake of time. I don't recall getting any rare items, but I definitely picked up a lot of recipes. No groups with bosses, just minions/Lt's.

If it gives you XP, you have a chance to get a drop. No XP? No chance for a drop.
