Thats how its suppose to work here, with banks.
Paypal however is not a bank, and they aren't FDIC insured (as far as I know). Paypal is more like credit processing companies that business uses to handle credit cards. When issues arise in those situations the business can be liable, but they usually have insurance to cover it.
Paypal has a buyer/seller protection you have to pay for in order to not be liable for fraudulent charges and/or have a way to get your money back, its normally a couple bucks, and unless I've dealt with the person before, I always opt for it. Sad to see this happen though.
Wow that really really sucks. I don't think I want to use paypal anymore if that's how they are. I mean, if someone stole my credit card and went to wal-mart and bought $500 of junk, I go to my bank and report it stolen, I don't go to Wal-mart and tell them they owe me $500, they had nothing to do with it!! That's freakin ridiculous!
That's why Paypal has that little disclaimer at the bottom that says they are not FDIC insured, they are *not* a bank, they are no more responsible for your money as some guy you gave a check to and told to give the cash to someone else would be.
I would actually wait until she updates letting us know whether or not she was scammed. There are TONS of scams that fake people out into giving their paypal info over saying that someone may have gained access, credit card fraud, etc.
What she needs to do is take the information from this commissioner, check if it's verified, then contact the local police in the commissioner's area over fraud claims.
If they can nab the person who did it, it should be awhile but the charges should/can be cleared up.

Well, turns out someone either used a stolen credit card thru Paypal to scam Ebony out of $870 of artwork, or the card owner is trying to pull a fast one. Either way... Ebony's now in the hole to Paypal for the quote fraudulent amount unquote.
