I suspect that the the common IOs will be relatively easy to craft, so the salvage and the Influence won't be that big of a deal.
As for using low-level IOs, I can see a few cases where I'll be using them. Every one of my characters have powers that don't really need to be on the cutting edge of slotting, but still need a little help. For instance, Hover doesn't really require a huge boost, but having an Endurance Reduction slotted into the default slot helps a lot during long fights. For these sort of powers, it can get a little frustrating buying expensive Enhancements every few levels to keep something current that isn't really that important. I can definitely see buying an IO of whatever level, slotting it, and then forgetting about it forever.
I'm looking forward to the money savings I'll get for being able to never again buy jump ehancements for Hurdle, or speed enhancements for Sprint, or other relatively "ehh" powers. And am I really going to notice if the IO in Hurdle is equal to a DO, or a TO? Probably not. If I do, I can always upgrade later.
For the main-line powers, early IO don't make sense; you're always going to want the best of the best for your primary set. For the "boring" powers, however, early IOs may allow for some savings without any noticeable detriment to the character's performance.
The problem of inventions will be: how difficult is it to get the set pieces we actually want.
All the cool stuff is uncommon and rare, which leaves the common stuff for the majority of players to worry about.
I'd guess that the common IOs would be good to get at level 10 - 20, but for players like me that can fully twink their new / lowbie toons, getting IOs that arent uncommon / rare wont have much of a benefit since it will require hunting down salvage.

You understand correctly. That's they way it works. Doc is saying that a level 10 can't slot a level 50 IO. But a level 50 can slot a level 10 IO (but the level 50 will only get getting a TO's worth of boost out of it. The same amount of boost that a level 10 character would get.

No. A level 25 IO is a little worse than a level 25 SO (for Damage, 32% vs. 33.3%). A level 30 SO is about a +1 SO, and a level 35 IO is a little better than a +2 SO. However, that IO never degrades; you slot a level 35 IO in a power, it will still give the bonus of a +2 SO when your character is 50. And the ED limits hard-cap what you can do with straight-up slotting; a level 50 Damage IO is +42.5%, so two of them starts getting hit by ED, and a third pushes you only about 2% better than three SOs. So what you get from slotting higher IOs isn't more effect, but more flexibility; instead of the third common Damage IO, you could slot an IO from a set that gave you Damage and End reduction; you'd still be ED-capped for damage, but you'd be getting a break on the power's End cost without eating up another slot. And because you wouldn't have been having to fork out for new SOs every five levels, you'd have more influence to play with for buying recipes and salvage that you don't get in drops.
