New Yellow Jack costume ideas
Anyway, I have a good one from a recent Silver Age Sentinels campaign I made.
Name: Black Rose
Powers: Plant Control, Vine Whip, healing, poison, and status effects via various plant control.
Gender: Female
Age: 27
Physical Description: Average height with shoulder-length black hair and lightly tanned white skin. C cup breast and slim figure. Half-Asian and half-Anglo. Has scars all up and down her right arm that her thorny vine whip wraps tightly around.
Costume Description: Wears a smooth porcelain Oni mask to hide her identity. Also wears a black plate armor on her left arm only from the shoulder down. Her right arm is completely bare except for her vine whip that tightly grips her entire arm. She wear dark green leather on her torso with some patchs of black. She carries a belt filled with seeds from various common and rare plants. Black rough padded leather pants with dark green folded boots complete the outfit. When she is not wearing her mask, fuschia colored makeup can be seen on her face.
Bio: Her mother invented the Type B mutagen, which gives a normal person unique mutant powers based on their DNA. Fearing that the evil medical corporation, Neo-Life, would foolhardingly use the drug to gain power, she injected her own daughter with it. Afterwards Black Rose's mother was killed and she swore to stop Neo-Life at all costs and extract revenge.
Nice bio, but you pretty much already made the look. I'm gonna take a crack at the evil jack though.

yeah, I painfully detailed when it comes to character ideas. Took me forever to finish the campaign since I kept adding more plots and characters (24 major NPCs). I'm actually starting to wonder if we'll ever finish running it.

I've got one I'm a little lost on at the moment. I've posted it before with a picture of her current costume, but I don't want to influence you.
Name: Aleph Null
Powers: Mind/Energy Dominator, Science Origin
Description: Female, approx 5' 6", slender (including bust), red hair, late 20s
Origin: A Portal Corp physicist experimenting on a new type of wormhole gets sucked into the event horizon. Failsafes kick in almost immediately and she gets spat back out, but something has changed. What was milliseconds in the real world was actually subjective eternity to her.
Eternity in an interdimensional void, where she went mad, through madness into sanity and back into madness again. Madness, sanity; after subjective aeons it meant little to her. But, power! Power crafted from the stuff of the void and madness coursed through her.
The destruction that she unleashed almost immediately at Portal Corps was immense. It took powerful psychics to calm her and put mental blocks in her mind to limit her power, but they could not extinguish it. They had to imprison her in the Zig as the only place with the facilities to hold her.
But now, Arachnos has broken her free ... and the mental blocks are breaking down ...
Costume:
My main problem is that her current costume doesn't reflect her origin, although it's well suited to having a Domination costume alternate. She's also not visibly scarred in anyway. Part of the fun is that she's a fairly small slight looking thing, but psychopathically insane with the power to level a city block ...
Motivations: May have an impact on how you think about her. She's looking for power, for its own sake. An eternity of helplessness is a fairly powerful motivator. She would delight in the story arcs of Billie Heck (power struggles) for instance, but probably not Peter Themari (his goal is too small) or Willy Wheeler (she'd find him pathetic).
Note: Her name is the mathematical term for the smallest infinity, the count of all integers.
I have a joke toon that i use alot but I don't really like his costume.
Simply put..the character is Cockatiel Man...
Half man, half cockatiel....have at it if you want.
The current cockatiel man has a yellow and grey color scheme with red under eye marks.
From you discription I picture a tiny young women who blends in. She looks very average but holds insane amounts of power and is completely out of her mind. That is why I picture Aleph Null like this.
Reminds me of the guy on the far right of this picture. His name is Major Mitchell, a takeoff of the Major Mitchell cockatoo.

That's certainly a very different tack from where I was going (but then again, I asked for that). Here's her original costume.
I also don't really picture her as out of her mind (that's more psychotic rather than psycopathic), although I certainly wouldn't want to date her. Or be within several hundred kilometers of her for that matter ...

I've been unsatisfied with Larissa's 4th costume for a while now. I'd love to have your input. She is an ice/ice blaster. Magic origin. She is extremely powerful and knows it. She isn't originally from Paragon City. During a fight with a powerful sorcerer she was badly wounded and separated from her group. She woke up in Paragon's hospital and has been searching for a way back to her friends ever since. She is short and very slender, but she does have some curves. Her hair is a silverish white. You can look in my sig for my current versions of her costume.

I keep typing Red Wasp, because that is a name for certain paper wasps >_> I wanted to do some things different, but they just looked too silly for a finished costume. Really wanted to use the elongated alien head, since hardly any one does, but it is so difficult to make it fit with the rest of the costume.

Here is a Larissa Rasputin that is a little different. Maybe too different for what you want. Also, here is a sketch I did awhile back, not sure if you ever got it.
I really enjoy making new heroes and villains. Creating original and kewl looking toons is probably my favorite part of this game. That said, if anyone would like me to create a look for their toon, post here.
